This position will support the compliance function and state filings. This opportunity is a hybrid schedule; working 2-3 days in our office and the other days remote.
Key Accountabilities:
Preparation and submission of rate, rule, and form filings countrywide
Review and analyse state statutes, regulations, and rating bureau bulletins to determine impact and ensure adherence to filing and regulatory requirement.
Responsible for the preparation of responses to DOI interrogatories
Develop and maintain state approval charts, forms list, policy forms and rates.
Work with other business units to write business rules in support of implementing new product and systemic updates related to forms, rates, and rules.
Maintain manuals and documentation.
In addition to the above key responsibilities, may be required to undertake other compliance related duties from time to time as the Company may require.
Experience:
At least two years of experience in P&C (Property & Casualty) Commercial lines regulatory and state filings.
Bachelor’s degree in insurance, business, finance, risk management, or related field (an equivalent combination of education and prior work experience may be substituted at management’s discretion).
Rate, rule and form filing experience. WC Compliance subject matter expert preferred but not required.
Knowledge and experience with SERFF.
Relevant knowledge of regulatory or procedural compliance issues, with ability to apply to operations.
Intermediate to advanced knowledge of MS Word, Excel, Adobe Acrobat, with the ability to learn proprietary systems.
Strong communications, analytical, organizational, project management and planning and problem skills.
Proficiency with personal computers and pertinent mainframe systems and software packages.
Ability to manage multiple projects/deadlines.
Ability to work both independently and as a part of a team.
Must be detailed oriented.
Compliance or insurance-related certifications (in progress or held) are preferable but not required.

Job description

This role requires a strong credit/investment and accounting background with experience in affordable housing and low income housing tax credit (LIHTC) investing preferred.
The portfolio manager (PM) will regularly interact with external third-party investment fund managers, syndicators and non-profit organizations. The PM will also work with internal BMO groups including Sponsor Finance, Commercial Real Estate, Sponsor Fund Lending, CRA Governance, Tax, Accounting and Risk Management.
• Analyze and review financial and operating information relating to third party private equity fund investments, low income housing tax credit investments, and Community Development Financial Institution (CDFI) investments.
• Complete due diligence on new investment opportunities.
• Conducting risk analysis of proposed investments.
• Summarize the investment thesis utilizing a prescribed memorandum format for presentation to an internal Investment Committee.
• Complete Subscription Agreements and coordinate closings.
• Prepare performance reports for internal presentations to members of the internal Investment Committee, Risk and Executive Management.
• Verify portfolio data and ensuring accuracy.
• Review and analyze reporting for existing portfolio investments.
• Monitor the cash flows including capital calls and distributions.
• Monitor compliance with regulatory restrictions.
• Minimize BMO’s risk exposure by adhering to internal policies and procedures.
• Builds effective relationships with internal/external stakeholders.
• Works independently and regularly handles non-routine situations.
QUALIFICATIONS
KNOWLEDGE:
• Typically between 4 - 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
• Deep knowledge and technical proficiency gained through extensive education and business experience.
• Alternative assets/private equity fund investment experience.
• Familiarity with BMO’s software systems and Investran.
SKILLS:
• Strong credit/investment and accounting background with experience in affordable housing and low income housing tax credit (LIHTC) preferred.

Maintain current financial information on clients in order to perform timely annual reviews and trigger monitoring.
Conduct credit risk analysis of transactions using all available sources of information including, but not limited to financial statements, ratings reports, legal documentation, etc.
Analyze transactions for structural strengths and weaknesses and structure appropriately to mitigate weaknesses.
Review credit documentation for conformity with approved Credit terms and conditions.
Prepare concise credit analysis and other correspondence for use in managing client relationships.

B. Client Portfolio Management
Manage a diverse portfolio of Global Markets accounts. This includes:
i) preparing written concise credit reviews as needed, at least annually, delivering same within required timeframes, and

Monitor client, industry and regulations for potential changes which may affect client’s portfolio and business needs.
Monitor exposure across different BMO entities and products.
