Major duties of this position include, but not limited to:
- Determines the actions necessary to support the continued development and implementation of the Construction Program at the OKC VAHCS under the general direction of the Projects Chief, Engineering Service.
- Plans the needs for the Construction Program and advises the Projects Chief, daily of any problems and proposed solutions with major critical equipment, overtime needs, design and construction phasing or problems with resource acquisition or allocation.
- Serves as the professional consultant and advisor on engineering matters to management of the Medical Center to give authoritative advice in planning projects. This includes space utilization, equipment selection, equipment layout, estimate of cost, funding, and the execution of all projects.
- Oversees the development and implementation of policies and procedures pertaining to construction projects of the medical center.
- Advises upper management of the need for design, construction, and service contracts to meet needs of the facility.
- Prepares technical statements of work for contracts and initiates documentation for the procurement of such contracts.
- Determines professional architectural design, construction management, coordinating interior design and furniture to deliver a complete functional space to the customer.
- Drafts medical center and departmental policies and procedures for the purpose of meeting or exceeding TJC construction safety and equipment management requirements.
- Performs pre-purchase and funding advice, and technical reviews of architect drawings and construction documents.
- Supervises a multiplex number of CCRs (GS-12) and involves extremely complex and diverse functions dependent upon the specific functions of the individual medical center services supported.
- Plans work to be accomplished by subordinates, adjusts short-term priorities, and prepares schedules for completion of work.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Assures that logical and feasible guidelines are established to provide the economical use of resources and evaluates work performance of subordinates.
- Determines training needs and develops training programs for the employees of the Construction Program, prepares justifications and recommends the source for this training.
- Coordinates staff workloads as needed and changing priorities as required under the constantly changing conditions. Reviews, accepts, rejects, or amend the work of assigned employees.
- Analyzes continuing personnel problems and takes necessary corrective action, develops quality and quantity standards, recommends promotions or reassignments of employees, and promotes the participation of employees in the achievement of management goals.
- Selects new employees for the Construction Program, assigns and develops performance standards, performance reviews, counsel employees, addresses complaints and grievances, and initiates personnel actions as needed.
Work Schedule: Monday - Friday, 7:00am - 3:30pm
