Duties quoted at the GS-14 grade level. If selected at the GS-13 grade level, you will receive progressively more responsible work in order to progress to the GS-14 grade level.
The position requires knowledge of contracting principles, laws, regulations, and procedures applicable to pre-award and post-award actions sufficient to award and administer food service contracts. The incumbent may also perform duties in connection with the functions and responsibilities of the branch for inviting competitive bids, negotiating proposals, and request for quotations to enter into contractual agreements between the AOC and private concerns for the acquisition of supplies and services, including operation and maintenance, repair of mechanical equipment, campus utilities, telecommunication, data processing and electronic system repairs under the jurisdiction of the AOC.
Contracting Professional Certification is required and must be maintained by the incumbent. If the incumbent does not hold this level of certification at the time of appointment, it must be obtained within 24 months from the date of hire.
The duties for this position include:
PRE-AWARD DUTIES (25%)
Serves as contracting officer with a $25 million signatory authority to enter into contracts for acquisition of food and related services, significant systems, or programs characterized by: (1) large funding levels and a commitment period extending over a long period of time (approximately five to fifteen years); (2) the magnitude and terms of the contract substantially impact on the economic well-being of the AOC; and (3) the incumbent will coordinate progress between the Senate Office Buildings and the Supplies, Services, and Material Management Division (SSMMD), Supplies and Services Branch due to criticality and visibility of the program.
Represents the AOC as the program's contractual authority at conferences and meetings.
Plans, develops and establishes the contractual strategy for the overall acquisition program. Develops a pre-negotiation position and determines the type of contracts and negotiation authority to be used.
Functions as principal during contract negotiations. Coordinates and applies advice from various areas of expertise such as technical food service experts, legal counsel, auditors and subordinate activities.
Negotiates with senior management personnel of major corporations. Participates as lead negotiator of multi-disciplined Government negotiation teams and directs the analysis of the team evaluations. Determines negotiation strategy to assure attainment of negotiation goals and arrives at an agreement determined to be in the best interests of the Government in both technical and cost areas. Performs debriefing of unsuccessful bidders and responds to protests.
POST-AWARD DUTIES (50%)
Performs contract administration activities for significant, highly specialized procurements.
Independently reviews Senate Restaurant contractor performance through site visits, correspondence and telephone conversation for completion of applicable contract clauses e.g., patent rights, labor laws and progress reports.
Conducts contract reviews to evaluate performance. Monitors contractor activities through personal contact or review to ensure compliance with technical, financial, delivery and other terms of the contract.
Guides the full range of contract administration actions required for the Senate Restaurant program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of delays, contractor performances appraisal, food quality, service, sanitary conditions, compliance with health codes, subcontractor surveillance, disposition of claims, commissioning, acceptance, close-out and similar matters.
COMMUNICATIONS (25%)
Communicates efficiently to achieve effective relationships between the Supplies, Services, and Material Management Division, AOC senior staff, Rules Committee personnel, Members of Congress and their staffs, oversight committee staff, general public, and contractors to achieve mission-critical requirements.
