EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. In this position, you will serve as the primary communications advisor and strategist to the Regional Administrator and Deputy Regional Administrator for Region I.  Typical assignments include:

• Supervising regional external affairs staff and reservist cadres, to include recruiting and managing staff, establishing in an open environment and accessible structure that contributes to overall staff development, and maintaining day-to-day operations
• Developing, overseeing and maintaining operational readiness for Emergency Support Function 15 in the region and field offices, serving as the region’s senior External Affairs advisor to disaster preparedness, response and recovery activities
• Developing the Public Affairs, Congressional, Intergovernmental, Private Sector and Outreach portions of the Regional Supplement to the National Response Framework and participating in training and exercise activities designed to test, evaluate and/or improve the Framework.
• Representing the agency as a primary liaison with congressional, tribal, federal, state and local government officials, media, private sector and related stakeholder organizations and associations, as well as on relevant task forces, work groups, councils, and committees.
• Empowering staff to expand cross divisional relationships and engage in agency priorities.

• Facilitates and conducts outreach, training, and educational activities including seminars, panels, webinars, and video conferences for local, state, and federal officials across the United States.
• Reviews and maintains training materials on consular notification and access, including manuals, websites, digital content, flyers, infographics, and slideshows.
• Receives, reviews, and researches queries from foreign embassies and consulates regarding the welfare and whereabouts of foreign citizens who have been arrested or detained, and prepares formal and informal correspondence on these matters.
• Provides analysis and advice to other Department staff on a wide range of consular notification and access policies, procedures, and best practices and participates in bilateral meetings with foreign governments in which these matters are discussed.

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) enlisted position located in the Public Affairs Office (PAO) of an Air Force Reserve wing.

Duties include:

1. Coordinates the planning and development of complex, high level public affairs assignments in support of commander's programs and priorities.
2. Provides technical guidance and policy interpretation to the military and civilian managers of an Air Force Reserve wing regarding internal information, media relations, community relations and administrative functions for the Reserve units.

Responsibilities

• Plan, design, and execute a strategy to inform and educate the Congress about Office of Inspector General (OIG) work products, programs, and activities.

• Serve as Foreign Affairs Specialist with responsibility for implementing export control outreach programs with foreign partners to build global export control capacity.
• Plan and oversee the implementation of cooperative export control outreach and training programs with foreign partners including negotiating action sheets, statements of intent and other agreements with foreign partners for training and technical exchanges in the export control areas of licensing, enforcement and enterprise outreach.

• Supervises and oversees the research, writing, editing, and production of plans, products, public affairs materials and information (e.g., newsletters, press releases, news articles for publication in newspapers or periodicals, internal communications, explanatory materials, etc.) about GSA activities and mission which build mutual understanding between the GSA and with partners, communities, and national and international organizations.  
• Leads a comprehensive program for capacity building and technical assistance in public affairs for constituencies which includes promulgates the use of generally accepted practices for communication and issues management, based upon current research, and serving as an expert advisor regarding the translation of key issues and strategies and promotion of key topics to targeted publics and constituencies.

• Serves as senior advisor responsible for the formulation of Departmental positions and foreign policy recommendations and coordination of intra and inter departmental economic policies and programs on clean energy technologies and market activities.
• Advises the Office Director, Deputy Assistant Secretary, the Assistant Secretary and senior Bureau managers on clean energy trends, ways to promote U.S. clean energy technologies, and advance international clean energy adoption.
• Prepares policy memoranda, position papers, briefing materials, talking points, speeches and Congressional testimony for senior Department and Cabinet level officials on the political and economic aspects of foreign energy issues .
• Represents the Bureau and Department at various intra and interagency forums concerned with international clean energy market development and energy security activities.
