• Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of general engineering and knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc.
• Plans, programs, budgets, and executes required projects in support of assigned programs. Uses cost estimating tools to produce government estimates, program projects, and compete for funding in Air Force corporate processes.
• Performs work in facilities operations and maintenance (O&M) functions. Supports or serves as Activity Management Plan (AMP) Manager responsible for developing short- and long-range facilities and infrastructure priorities and requirements.

Established policies and procedures provide detailed guidance for almost all assignments, with little to no room for discretion. Uses these established guidelines to complete necessary user and technical documentation to support maintenance processes. Follows established change management practices to coordinate changes with affected stakeholders.

Assists more experienced engineer in monitoring systems to correct and prevent problems for optimal performance. Assists in providing customer support for critical operational NAS systems. Results of the work enable user organizations to accomplish mission requirements in the most effective manner possible through optimal application of systems engineering.

Works closely with supervisor or senior engineer to plan time and use assigned resources to accomplish assignments and projects and integrate and coordinate work with users and related functions. Refers problems and work issues to manager or senior engineer.

Contacts require sharing information, providing data and/or written analyses, and discussing status of work assignments or issues or problems. Limited contact may also occur with the public and contractors, under supervision.

• You will assist the SIM in providing technical oversight of SSC and DDG-1000 Class WS requirements, specifications, system design and analysis, design criteria, and design products and waivers.

• Engineering analysis and advice often involves coordination with all levels at the Department of Defense (DoD), Federal Government, private industry, and with foreign governments.
• Responsible for development of applicable sections of DoDM 4120.24 and is the primary DSPO interface on electrical and mechanical engineering standardization issues.
• Provides liaison within DoD (e.g. DMEA), and other government (e.g., NASA, FAA), and industry bodies regarding standardization activities, including participation with non-government standards bodies.

This position starts at a salary of $78,592.00 (GS-11, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $ (GS-14, Step 10)172,075.

In this position, you will become a key member of the legal team for The Office of The Chief Counsel. Typical work assignments include:

• Providing legal advice and services concerning the laws that relate to Customs and Border Protection (CBP) enforcement and operational functions with special emphasis on customs, immigration, investigations, national security, counter-terrorism, and intelligence law;
• Researching the law and prepares legal memoranda, litigation reports, declarations, and other documents in civil and/or criminal litigation or other actions involving CBP;
• Providing current information and legal advice to the field concerning significant changes and other developments in law and jurisprudence;
• Advising policy makers and coordinating legal issues with other agencies and components within the U.S. government and in support of international engagements; and
• Reviewing CBP regulations, policies, and other materials and develops, reviews, and delivers training or other legal presentations as appropriate to support CBP missions.
  

• You will provide field data in terms of mission functions, tasks, weapons systems support, training program requirements, etc. to the master planning team and assist them in facilities and the development of the Surface Combat Systems Center (SCSC).
• You will support technical studies for use by the master planning team including survey mapping, environmental local municipalities and other government bodies in order to coordinate Navy planning being performed by local communities.
• You will prepare, review and maintain all Shore Facility Planning documents and related reports for SCSC, including Basic Facility Requirements, Facility Planning Documents, site approvals and project documents.
• You will utilize guidance and procedures in the OPNAVINST 11010.20 instruction to ensure project documentation and supporting data is forwarded to Regional Engineering (RE) organization or program office for validation and technical certification.
• You will prepares and submits DD1391 and project documentation for facility projects requiring higher headquarters approval.
• You will coordinate and prepare additional supporting project documentation (i.e., NEPA documentation, engineering cost estimate, economic analysis and site approvals) are prepared as supporting engineering documentation for submitted projects.
• You will ensure compliance with Navy, federal, state and other environmental policies as appropriate.
• You will be responsible for the technical content of all designs produced by the Public Works Department to the extent that SCSC’s specified requirements are satisfied by each design.
• You will be the focal point for project design review and as such will coordinate with all NASA, RE, SCSC departments, federal, state and local agencies to ensure compliance with applicable codes and polices.
• You will perform and interpret economic analysis of alternative designs and make effective engineering and prudent business decisions.
• You will support Navy efforts to exercise contracting authority for facility contracts, construction contracts, and architectural and engineering contracts, as directed by the Public Works Officer and in coordination with the RE organization.

• Conducts engineering analysis of problem areas involving support of fielded equipment and processes based on engineering principles, practices and state-of-the-art technology for maintenance techniques, such as repair, reclamation and overhaul.
• Evaluates Engineering Change Proposals (ECP), Requests for Waiver/Deviation (RFW/D), and suggestions and makes recommendations for approval/rejection.
• Recommends or concurs in the initiation of Product Improvement Proposals (PIP) for materiel based on engineering evaluation of known field problems; test reports; or reliability and maintainability (RAM) assessments of operational equipment,
• Review engineering industrial drawings for logistics impacts, visits manufacturers and participates in various tests across the Life Cycle of the system.
• Analyze engineering requirements for repair / overhaul programs to apply engineering guidance on repairs / overhaul of complex assemblies.
• Analyze technical reports and information obtained from the field and evaluates reliability and maintainability of materiel.
• Perform technical assistance visits for Army units to monitor projects.

This General Engineer plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. Possesses knowledge of facilities and systems that form the infrastructure of the National Airspace Systems (NAS), including specific knowledge of Program and Project Implementation. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts of facilities and systems that form the infrastructure of the National Airspace Systems (NAS), as well as an understanding of new technologies and methodologies, to solve complex engineering deployment and implementation problems and to develop improved technical processes for the organization. Provides deployment planning and implementation scheduling to the program office for programs seeking Joint Resources Council (JRC) investment decision. Collaborates with Engineering Services, Service Centers, and multiple ATO service Units, and other headquarters stakeholders for deployment planning, implementation and operations engineering; and to resolve implementation and engineering issues. Provides standardization and technical guidance to Engineering Services in each Service Area for implementation strategies, work planning, and design analysis for systems integration.

Acts as a project implementation planning manager, leads a project team in the Engineering Services implementation plans in the Terminal, Automation, Communication, Data Systems, En Route, Navigation, Surveillance, or Weather program areas. Leads complex projects/programs to integrate multiple programs in order to meet program goals. Provides standardization and technical guidance to Engineering Services in each Service Area for Corporate Work Plan (CWP) implementation strategies, work planning, and design analysis for systems integration. Provide generic CWP project template deployment planning expertise to the program office, NES and ES personnel. Provide guidance on a variety of automated tools, such as KSN Shareware Administration, ARC/GIS, Survey 123, Dr. Checks, MasterSpec and Information Handling Services (IHS). Participates in the development of the Operational Risk Management (ORM) program. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Ensures consistent application of engineering processes, methodologies and best practices within these project support activities.

Provide ORM technical guidance and training to TechOps and Engineering Service personnel. Provide guidance and instructions for Engineering Services in the Corporate Tools program domain, specifically with the CWP and automation tools used during the planning and implementation of programs/projects. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.
