This General Engineer plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. Possesses knowledge of facilities and systems that form the infrastructure of the National Airspace Systems (NAS), including specific knowledge of Program and Project Implementation. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts of facilities and systems that form the infrastructure of the National Airspace Systems (NAS), as well as an understanding of new technologies and methodologies, to solve complex engineering deployment and implementation problems and to develop improved technical processes for the organization. Provides deployment planning and implementation scheduling to the program office for programs seeking Joint Resources Council (JRC) investment decision. Collaborates with Engineering Services, Service Centers, and multiple ATO service Units, and other headquarters stakeholders for deployment planning, implementation and operations engineering; and to resolve implementation and engineering issues. Provides standardization and technical guidance to Engineering Services in each Service Area for implementation strategies, work planning, and design analysis for systems integration.
Acts as a project implementation planning manager, leads a project team in the Engineering Services implementation plans in the Terminal, Automation, Communication, Data Systems, En Route, Navigation, Surveillance, or Weather program areas. Leads complex projects/programs to integrate multiple programs in order to meet program goals. Provides standardization and technical guidance to Engineering Services in each Service Area for Corporate Work Plan (CWP) implementation strategies, work planning, and design analysis for systems integration. Provide generic CWP project template deployment planning expertise to the program office, NES and ES personnel. Provide guidance on a variety of automated tools, such as KSN Shareware Administration, ARC/GIS, Survey 123, Dr. Checks, MasterSpec and Information Handling Services (IHS). Participates in the development of the Operational Risk Management (ORM) program. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Ensures consistent application of engineering processes, methodologies and best practices within these project support activities.
Provide ORM technical guidance and training to TechOps and Engineering Service personnel. Provide guidance and instructions for Engineering Services in the Corporate Tools program domain, specifically with the CWP and automation tools used during the planning and implementation of programs/projects. Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.
