Summary 

We are looking for a skilled Sourcing Manager who will be responsible for planning and organizing Indirect sourcing initiatives. The Sourcing Manager runs RFx events and negotiates agreements to ensure that purchases are made at the lowest total cost and highest quality consistent with the needs of the internal stakeholder, and in alignment with company policies and procedures. The candidate will monitor macro trends in their supplier contract base and devise and implement plans to react, protecting GAF from commodity price swings. The individual will drive adherence to defined supplier performance metrics and will manage the supply base to ensure alignment with those metrics. The candidate will also lead, and/or participate on, cross functional teams and will drive implementation of sourcing requirements necessary to achieve project objectives. They will have a mature understanding of the industry and will maintain industry and supplier contacts and relationships, building effective partnerships. The Sourcing Manager will exhibit full commodity understanding (function, technology, content difference) necessary to align targets and program deliverables. The candidate will demonstrate understanding of the commodity competitive market and key commodity indices in order to make recommendations and implement alternative suppliers or alternative materials. 

Essential Duties 

Specific responsibilities include, but are not limited to: 

● Ensure all purchases are made in accordance with company policies and procedures.

● Identify cost saving opportunities using competitive bidding (RFx), negotiations, and drive service improvements. 

● Negotiate technology contracts specifically around “as-a-service” cloud offerings (e.g. SaaS, PaaS, IaaS, RaaS). 

● Negotiate professional services contracts including managed services relationships and software development services. 

● Negotiate marketing services and general marketing related contracts.

● Negotiate general professional service and consulting contracts. 

● Support renewal requests, budgetary pricing requests, contract inquiries, NDAs and Statement of Work review requests. 

● Maintain appropriate documentation and files for all projects. 

● Support the improvement and upkeep of sourcing templates and other documentation used within Indirect Sourcing. 

● Collaborate with GAF Teams (Legal, Data Privacy, IT, Risk, BUs) and where necessary, those of its global affiliates to mitigate risk during contract negotiations.

● Collaborate with cross-Operating Company teams for global sourcing projects.

● Report on active projects and contribute to collaborative, cross-functional reports.

As a key member of the Supply Chain Leadership Team, the Sr. Manager, Purchasing & Planning will oversee planning and purchasing functions for customer site installation requirements to provide effective and efficient materials flow from suppliers through manufacturing operations to

Role and Responsibilities:

• Utilizes a global understanding of materials planning and purchasing management’s critical role in operations and teams with Logistics, Warehouse, Commodity Management, Production Scheduling, Manufacturing, and Customer Installations Group (CIG) Supply Chain, Project Management and Engineering to facilitate comprehensive order to delivery process design into all areas of materials conveyance.
• Supervises Materials team member execution of responsibilities in the Install Change Implementation and the Install Site Date Change Approval Teams to ensure responsive review, analysis, approval decision and communication of risks and action plans to meet CIG needs.
• Implements an aggressive and systematic inventory management program for Installation inventory to achieve improved and sustainable material availability and inventory efficiency. Works with CIG to quickly reuse, repurpose or remove excess inventory stranded by site bill of material changes and cancellations. Implements a recurring process to address excess inventory.
• Leads or supports initiatives to support materials and logistics efficiency improvements to include supplier part barcode, 3PL drop ship, customer site excess material returns, supplier lead time reduction, supplier material availability and others to be initiated.
• Assists the Global Materials Senior Director to supervise JV Korea planners and buyers in the execution of their roles to meet schedule requirements efficiently and effectively. Provides technical training, guidance and general assistance in the areas of MRP, material flow, inventory control and supplier management.
• Provides leadership to reports, instilling motivation, discipline, technical development, support and mentorship. Develops employees through employee feedback, employee performance reviews, and career development plans. Guides and coaches leaders to assume greater responsibilities, take on increased challenges and to develop subordinate leaders to drive group capability and productivity.

Skills and Experience:

• Bachelor’s undergraduate degree. A degree in Operations Management, Engineering or Supply Chain is preferred. APICS, CSCP, or CPIM certification is a plus.
• 10 years of combined experience in Purchasing and Planning. Oracle ERP and Agile PLM experience is preferred.
• 5+ years of experience as a buyer or Purchasing Manager working in a purchasing MRP system
• 4+ years of management experience in Purchasing or Planning.

The incumbent is responsible for ensuring that purchases assigned to them are processed,
packaged, and shipped in a timely manner.

• Distribute and balance the workload among vendors in accordance with established workflow, geographic location, urgency, and time zone. Assure timely shipments of requested material and estimated delivery dates are uploaded to the associated purchase order;
• Keep in touch with the status and progress of shipment, and make day- to- day adjustments
  in accordance with established priorities, obtaining assistance from the supervisor on
  problems that may arise, such as backlogs which cannot be disposed of promptly;

Starting at $46,696 Per Year (GS 7)

Major duties include but are not limited to:

• Conducts purchasing for a VA Medical Center and must have knowledge of the Federal Acquisition Regulation (FAR), VA Acquisition Regulations (VAAR) and other federal procurement laws.
• Purchase various equipment, supplies and services through the use of the government purchase card for micro purchases.
• Reviews and edits purchase requests to ensure the item or service is adequately described based on the requester's need.
• Creating 2237s, completing Purchase Order, eEMS (FORCE) entries and verify vendors are in the VHA system of record prior to placing an order.
• Provide general guidance to potential vendors on requirements and information needed to be entered into the VHS's local vendor file.
• Provide administration and oversight on orders and services.
• Represent the VA in discussions with vendors/contractors to obtain agreement on micro purchases and vendor/contractor compliance.
• Tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse on procurement history and purchase trends.
• Procures supplies and services to meet the purchase, rental or lease needs of the organization.
• Prepare and issue contract modification for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialist, other service lines contacts and contracting officers as appropriate for the purpose of auditing documents, processing receiving reports and payments.
• Serves as the first line on contact for medical staff and customers in regard to procured items.
• Develops reports and spreadsheets, obtains, organizes, files and retrieves for briefing and presentation purposes.

• Resolves issues to ensure requests and bills are processed accurately and in a timely manner.

This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities.

Duties include, but may not be limited to the following:
