The incumbent will serve in a developmental assignment, which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence.
The supervisor and the incumbent will jointly establish specific goals, objectives, and projects. The incumbent will organize work to achieve approved goals. The incumbent will initially perform the less difficult work characterized by detailed instruction on assignment. As knowledge and skill increase the incumbent will perform progressively more difficult assignments.
Work will be reviewed by the supervisor to evaluate the following: Adherence to designated policies and procedures; ability to deal with ne, unusual and ongoing changes; ability to coordinate activities with other programs, and effectiveness in interpersonal relationships. In addition, the supervisor will conduct spot checks to evaluate the incumbent's progress.
A non-competitive promotion to the full performance level may be effective when the incumbent meets all regulatory requirements for promotion, and demonstrates the ability to perform the full scope of the duties and responsibilities under normal supervision.
Promotion to the next higher grade is not guaranteed and depends on: (a) the incumbent's demonstration of the ability to perform the duties of the next higher grade to the satisfaction of the supervisor; and (b) the availability and time-in-grade requirements for a higher grade in a career ladder is, in and of itself, only an indicator of eligibility, not an absolute guarantee for such a promotion.
GS-07
The incumbent advises physicians and other professional staff as to the availability, selection and acquisitions of prosthetic devices or services and furnished information concerning new developments in the prosthetic field and sources or supply for such items. Maintains continuous liaison with vendors, medical center professionals and staff to ensure timely acquisitions and provision of item or service to the veterans. The incumbent practices cost containment through efficient purchasing. Maintenance of current catalogs, brochures and vendor files will ensure the incumbents ability to advise the profession staff regarding readily available items of lesser costs which will achieve the intended rehab goal. All items are to be purchased in the most economical manner using valid government purchase cards.
Handles Applications and prescriptions for Prosthetic Devices 34%
Handles applications and prescriptions for prosthetic devices. Ensures the legal requirements governing eligibility and entitlement to prosthetic devices are met. Carries out legal requirements related to eligibility and entitlement to prosthetic devices making final determination relating to eligibility and entitlement to such services. Ensures that the proper prosthetic device is issued.
Procures Devices and Apparatus 33%
Procures or manages the procurement of prosthetic devices for eligible patients. Oversees and manages the process for procuring prosthetic devices.
Provides Training on Use of prosthetic Devices 33%
Provides for or instructs patients in the use of the prosthetic device. Provides and conducts specific training in the proper use of the device. Provides specific information to the patient in the use of the device giving detailed instructions and demonstrations. Performs other related duties as assigned.
The work required in-depth or broad knowledge of a body of purchasing regulations, methods, procedures and business practices to make purchases involving (1) specialized requirements and/or (2) commercial requirements that have unstable price or product characteristics, hard to locate sources, many critical characteristics, or similar complicating factors. The position requires an extensive knowledge of the principles, practices and procedures of the science of prosthetics and sensory aids.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
