The Chief of Mental Health is directly responsible for managing, directing, and supervising programs and staff in the mental health service line of the medical center. This is a management position with responsibilities for all aspects of patient care delivery in the areas of mental health. The successful candidate should possess excellent leadership skills and should be knowledgeable and proficient with VA Performance measures and the principles of System Redesign including implementation and promotion of outpatient clinic access. The Chief of Mental Health is directly accountable to facility leadership and serves as principal advisor for administration and management of the inter-disciplinary service line at this medical center.
A key role of the Chief of Mental Health is linking clinical improvements to operational efficiency for the service line that includes responsibility of emergency room care, inpatient care, and employee health services. The intensity, activity, and broad program mission of the Mental Health Service Line generates numerous and complex problems which require the service line chief to have outstanding skills and ability in planning, organizing, directing, and controlling the programs in order to effectively contribute to the positive impact on the interdisciplinary service, the interdisciplinary profession and the health care delivery system. Each of these key responsibilities is essential to providing services for our Veterans. From patient care to working closely with the patients' families, you can play an active role in helping vets receive the care they deserve. The service line chief formulates long and short-range goals and objectives, plans and programs for the service, integrating them with the overall medical center and VISN objectives and plans.

The RN Care Manager's practice is modeled on the standards established within the VHA model for Patient Aligned Care Teams. The incumbent practices as an RN in the outpatient clinic setting. The incumbent promotes evidenced based practice, patient driven care. The incumbent identifies, educates and coaches to support self-management, prevention, and wellness, based on the patient's goals. Identifies high risk patients, collaborates with other members of the PACT team to manage more effectively- collaborates with other members of the expanded health care team, facilitates coordination and transition of care between services, performs scheduled clinic visits, assists the patient/family with resources needed based on patient's needs, places orders per protocol, and promotes access with non-face to face visits as appropriate: e.g. telephone and secure messaging.
The nurse is responsible and accountable for individual nursing practice and determines the appropriate delegation of tasks consistent with the nurse's obligation to provide optimal care (ANA Code of Ethics for Nurses). Leads and organizes delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning. Uses sound clinical judgment in assessing, planning, implementing, documenting, and evaluating nursing care, based on the ANA Standards of Nursing Practice.

The incumbent will actively go out to clinical care areas and work with individual staff, teams, and services to improve safety, quality and efficiency of patient care. He/she will work with assigned units to coordinate HRO projects following Clinical Team Training (CTT). The employee will demonstrate knowledge of the reporting procedures involving safety issues relating to patients and will work with Quality Management, Patient Safety Management, and Systems Redesign to identify system vulnerabilities and develop processes and programs that advance Patient Care across the continuum. The HRO-C will break down silos between services to ensure development of strong patient care processes and will work with clinical teams to develop and implement strategies for improved patient safety and patient care. The HRO-C will assist in implementing priority sections of the HRO Toolkit and will share lessons learned from group to group. The HRO-C will facilitate the organization's HRO Workgroup and will be an active participant in the Quality/Safety/Value Council. The HRO-C will put Veterans as the focus of all process innovation and change. The HRO-C will possess an understanding of clinical treatment modalities, organization and administration of the VA Health Care delivery systems, educational principles, clinical information systems, accreditation and regulatory standards, High Reliability Organization Principles, Just Culture Principles, Patient Safety principles, clinical improvement, and Lean Principles.

ROLE RESPONSIBILITIES AND ACCOUNTABILITIES
The CC&ICM nurse is directly responsible to the designated manager in the assigned area. The CC&ICM nurse is administratively responsible for the daily operations of the VA Eastern Kansas Health Care System (EKHCS) CC&ICM program. Ensures compliance with local facility and VA Central Office directives and handbooks, as well as the Joint Commission, and other accrediting bodies and regulatory standards as needed. They are responsible for program operations. They manage and control the use of data related to these programs regarding day-to-day functioning and program evaluation.
