The Cemetery Caretaker performs jobs requiring mainly manual skills and physical strength. Performs a variety of tasks, such as operating small tractors and riding lawn mowers; transplanting shrubs; digging graves to the proper level; cutting and removing sod, tamping and leveling dirt using hand and power tools; digging and squaring graves using pneumatic equipment, picks and shovels; assisting in lifting and placing caskets on lowering devices; loading and unloading materials; aligning headstones; cleaning and clearing cemetery grounds of debris using power trimmers, chainsaws, axes, shovels, rakes, blowers, vacuums etc.; weeding, mulching, and applying fertilizer; pruning shrubs and low level dead branches; removing snow and ice; cleaning headstones using sprayer and hand brush; and cleaning service and administrative areas.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

INFORMATION: This position is located within the NAF Human Resources Department, Marine Corps Community Services, MCRD San Diego. The Employee Development and Personnel Security Specialist is responsible for the direct delivery training programs for employee development and determines the suitability/fitness for entry and retention in over 250 NAF positions within MCCS. This position reports to the NAF Human Resources Manager. This position requires the ability to obtain a Tier 3 clearance.
MAJOR DUTIES:
Employee Development: Serves as an instructor responsible for the direct delivery of training programs in an employee development section. Responsible for assisting with designing new or revising current courses and developing performance measures to enhance the effectiveness and efficiency of the MCCS training program. Researches, plans and develops course materials that are technically and procedurally sound and in accordance with prescribed course framework such as; study guides, visual aids, simulations, written tests, training aids, and course outlines. Organizes, illustrates, interprets, and adapts instructional material as required to reach and motivate employees.
Will coordinate the training program with other MCCS personnel. May be required to research outside sources and obtain information, materials, and costs to meet instructional needs.
Participates in special projects such as pilot programs, process improvement teams, focus groups and working groups.
Personnel Security: Processes personnel security investigations for MCCS employees, and special access eligibility requirements for personnel in accordance with DOD, Navy, and Marine Corps personnel security policies. The guidelines are not always specific and require that the incumbent use judgement in determining the best course of action in order to comply with regulations.
The incumbent has minimal oversight and is entrusted with decision making for most general personnel security program needs. The incumbent independently carries out assignments and is expected to seek assistance in high visibility or complicated cases.
Executes policies and procedures required for the operating the personnel security program including Continuous Evaluation/vetting, OPSEC, and Insider Threat Program activities. Approves and submits eQip applications by gathering documentation, obtaining signatures, and collecting fingerprints. Verifies the status of existing investigations by utilizing the federal system of record.
Completes security portions of DD2875 (System Authorization Access Request – SAAR) for MCCS NAF employees to receive Common Access Card (CAC) identification and MCCSNet access. Serve as liaison between NAF Human Resources and Base Security Office as needed.
Performs routine audits of personnel security files. Maintains electronic record quality control within appropriate systems as well as federal systems of record. Coordinates with various installations, State, and Federal authorities to obtain records as well as clarify security requirements and investigation statuses. Tracks fingerprint processing and investigation adjudication statuses through federal systems of record and ensures local records are updated accordingly. Performs the security in-brief upon new employee in-processing. Prepares adjudication documentation for cases with adverse information.
