Job Purpose:

To work with the team to review and remediate the items in Singapore Regulatory Inventory (RI), with a particular focus on breaking down selected key complex Singapore Act and Regulation (piece of legislation) into thematic publications in the RI aligned to the structure organized by the Singapore Regulators.

The objective is to ensure that all applicable Laws, Rules and Regulations (“LRR”) are appropriately captured and risk-rated in accordance to their assigned GRC Risk taxonomy in our RI.
Job Background/context:

The role will be part of the Singapore Independent Compliance Risk Management team

Key Responsibilities:

Restructure our key complex Acts and Regulations in the RI. We propose to break down each key complex Act / Reg into themes and maintain each theme as a Publication of the specific key complex Act / Reg in the RI.

Key Activities include:

• Analysis and structuring of the major Singapore Acts and Regulations (Banking Act, Securities and Futures Act, Financial Advisers Act and associated regulations etc);

• RI enrichment at both publication and obligation levels; and

• Manual mapping of publications and obligations (if required).

Person Specification
Knowledge/Experience:

Essential
o Expertise in laws, rules, regulations, risks and typologies for Singapore regulations
o Paralegal experience and/or versed in legal analysis, interpretation and its documentation
o Capable to conduct analysis of laws, rules, Regulations, conduct interpretation and understand potential applicability to financial services’ entities
o Understanding of control and compliance risk management
o Ability to articulate complex problems and solutions through concise and clear messaging
o Understanding of the regulatory framework of the country /segments of coverage
o Understanding of financial services and products of the countries of coverage
o Fluent in English
o Proficient in MS Office applications (Excel, Word, PowerPoint)

Skills: (technical skills)

• Bachelor’s degree; legal experience, and expert in compliance or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; previous experience in Compliance/ Legal, strong working knowledge of function/business/product supported and the related operations and financial requirements
