As Safety Director, Mission Critical, you will have overall responsibility for administering, enhancing and enforcing Clark's Safety, Health and Environmental program for the mission critical business unit. This position will work closely with leadership and is responsible for managing safety initiatives within the business unit.

Responsibilities

• Hire, inspire and develop regional safety leaders within the mission critical business unit  as direct reports. 

• Participate with Clark’s Corporate Safety Training Director in creating a  development plan for training of our future safety leaders.

Basic Qualifications

• Undergraduate degree in safety and health, engineering or related discipline or relevant experience

• 10 + years relevant construction safety experience and a program lead

• OSHA 30-hour training

• OSHA 500, 502 & 510 Trainer course

• NFPA 70E desired but not required, this certification shall be acquired within first 6 months of employment

• Able to manage multiple, competing priorities in a deadline driven environment

• Demonstrated ability to communicate and influence supervisors, peers, and external partners

The Chief Engineer is responsible for engineering operations and directing vendors and subcontractors. Clark Facilities performs complex preventive maintenance and corrective repair of buildings, industrial systems, equipment and grounds. The ideal candidate must be able to work with limited supervision to monitor building system operations and performance. The Chief Engineer utilizes several trade skills such as carpentry, plumbing, electrical, painting, roofing, heating, and cooling.

Responsibilities

• Ensures compliance with all applicable codes, regulations, governmental agency, and Company directives related to building operations and work safety
• Leads operations, assigns work orders, and/or provides technical and procedural training of coworkers and subcontractors
• Coordinates with Facility Manager to schedule preventive maintenance and other downtime to minimize business interruption and inconvenience. 
• Create and implement a preventive maintenance program to ensure that building machinery and systems meet or exceed the design reliability and their rated life. 
• Monitors building systems including fire alarms, HVAC, and plumbing to ensure operation of equipment is within design capabilities and achieves environmental conditions prescribed by client. 
• Oversees and inspects the work performed by engineering staff. Determines that work is complete, equipment is fully functional and client space is in prime working condition. 
• Responds quickly to emergency situations, summoning additional assistance as needed. 

• Provides assistance such as technical guidance, and/or training to coworkers.

This role will be part of one of the largest single contracts within Serco which is central to the Group’s financial performance. The contract is unique in Serco as it contains both a KPI-controlled performance regime for asylum seeker Service User welfare and property facilities maintenance, and a significant financial risk profile from the acquisition of a large property portfolio. Both aspects of the operational business must work seamlessly together for the contract to be successful.

The Property Director will be accountable for the property procurement and management which is critical to the success of the business and contract. Some 7,500 properties are already within the portfolio across the Northwest and Midlands/East of England regions, and more are required on an ongoing procurement schedule and to meet contractual requirements. New properties need to be sourced at speed, and to the high standards required by the contract, whilst also meeting the agreed target levels for the number of asylum seekers housed in local authority areas.

The Property Director is additionally for developing, managing, reviewing, and assessing the Contract Property Strategy. This strategy includes all aspects of the Contracts property management approach. You will be responsible for ensuring the property portfolio is managed in line with Serco financial targets and that continuous reviews of procurement activity are done to ensure compliance with the property financial targets. This is a multi-faceted leadership role where you will be involved in all aspects of property management within the contract and ultimately ensure the portfolio continues to be managed in the most cost-efficient manner to ensure that Serco’s financial targets are met.

The successful candidate will also:


- Be accountable for all aspects of the performance of the property function in AASC
- Hold responsibility for ensuring that an appropriate range of property partners provide properties to the contract to assist Serco to meet its property procurement targets
- Ensure that the property portfolio meets the contract standards at procurement, and that continuous review is undertaken of the portfolio to ensure that it continues to meet the required standard and sustainability

The 142 rooms will sport a distinctive aesthetic, fusing reinterpreted facets of Peranakan art and style with contemporary design.

Responsibilities:

• Represents the Engineering function on the hotel's Planning Committee.
• Assists in the preparation and update of the Departmental Operations Manuals.
• Assists to ensure that all documents related to the operation of the department are being kept up to date and that all records are correctly maintained and filed, including the applicable code compliance certificates and local authority inspection reports for the property and its systems.
• Assists in the preparation and timely submittal of all reports.
• Assists to maintain comprehensive library of manuals and parts list of all operational equipment, as well as a complete set of up-to-date drawings of all areas and systems.
• Ensure that the Engineering activities are aligned with the Engineering Corporate Strategy, and that the Hotel Actions have been implemented where appropriate.
• Implement effective budget controls.
• Checks for energy and Engineering materials wastage and ensure optimum use of both in the operation.
• Performs, at least weekly, a routine inspection of all Engineering operational areas (plant rooms).
• Controls and verifies all Engineering logbook entries.
• Supervises personally all hazardous work and ensure that all safety procedures are strictly observed.
• Monitors the implementation of all energy conservation procedures.
• Prepares monthly comparative utility consumption reports and keep constant survey of correct calibration of all utility recording instruments.
• Checks timely completion of maintenance requests paying particular attention to guest related jobs.
• Prepares purchase requests and follow up with Materials Management.
• Prepare preventive maintenance and guest room servicing procedures plans.
• Provides cost and time estimates for work requests.

• Assists with the preparation and implementation of an Emergency Response Plan and the operation and maintenance of all life safety and security systems.
• Assists in monitoring and controlling closely all environmental awareness and protection programmes, to ensure adherence by all departments in the Hotel.
• Assists in ensuring that the property, its systems and the operational procedures comply with all the prevailing local and national codes.
• Works closely with other Department Heads in a supportive and flexible manner, focusing on the overall success of the hotel and the satisfaction of hotel guests.
