About the Position  

The new Norad-funded project “Development and Scaling of Sustainable Feeds for Resilient Aquatic Food Systems in Sub-Saharan Africa (FASA)” will be implemented in Nigeria, Zambia, Kenya, Malaysia and Sweden. WorldFish is seeking a nationally recruited Aquaculture worker to support the achievement of the project goal in Malaysia and globally. The primary purpose of this position is to support the aquaculture research activities of the project in Penang, Malaysia. The candidate will work in an interdisciplinary team of experts from different backgrounds, including fish nutrition, gender, climate change, scaling of innovations, science communication, rural development and bioprocesses.  

The candidate will focus on the rearing of fish in the aquaculture facility, the operation and maintenance of the aquaculture facility, the collection of data of fish growth and water quality parameters, fish sampling, sample collection and processing, feed production, and support in the analysis of ingredients, feeds and fish samples at the analytical laboratory in Penang, Malaysia, under the direction of WorldFish Project Leader and Senior Scientist based in Malaysia. 

Key Responsibilities   

• Organize, operate and maintain the materials and equipment in the research facility (wet laboratory) for fish feeds and nutrition research in Penang, Malaysia. 
• Assist in the planning of experiments in Penang, Malaysia. 
• Rear fish, collect data on fish growth and water quality before, during and after the experiments. 
• Sample fish and process the samples to make them ready for analysis. 
• Assist the scientists and laboratory assistants in Penang to achieve the overall research agenda of the fish feeds and nutrition team. 
• Work collaboratively with the Operations and Laboratory Manager of WorldFish Penang to ensure that the activities of the research facility comply with the rules and regulations of WorldFish. 
• Guide students and intern welcomed by the Project Leader and Senior Scientist based in Malaysia. 

The successful candidate will have:  

• At least a Diploma or bachelor's degree in related field. 
• Knowledge about aquaculture and fisheries. 
• Practical experience raising fish for research (fish feeding, caring and breeding; monitoring of fish growth and health, etc.).  
• Practical experience operating and maintaining a fish rearing facility. 
• Knowledge of many production systems (tanks, pond, flow through and recirculating aquaculture systems). 
• Knowledge in the collection of research data. 
• Knowledge in feed production using pelletizer, dryer, etc. 
• Ability and willingness to work for long hours, under difficult field conditions and some weekends especially during experimental periods.

About the Position

In your role as the Project Manager, you will provide a global management of a large project focused on strengthening aquatic food systems in Africa and Asia, through scaling successful existing innovations championed by WorldFish across the Global South, as well as testing new approaches and technologies. This includes schemes to foster marine and coastal ecosystem conservation, data-based systems for better management of small-scale fisheries and integrated seawater farming where fish can be reared alongside algae and shellfish.

You will provide overall project management of the project through the project lifecycle, including engaging with country teams in countries involved in planning, implementation and reporting throughout. You will lead preparation and implementation of the annual workplans across multiple countries, seeking to leverage private sector partners in achieving the project goals for sustainable aquaculture growth to deliver positive impacts at scale on smallholders within countries.

The Person

The successful candidate will be responsible to:

• In close coordination with Project Lead, support overall implementation for the management, administration, planning, successful implementation and coordination of WorldFish portions of the Africa and Asia.
• Participate in meeting/workshop to formulate strategies of aligning with different projects.
• Work closely and seek support from science staff members of WorldFish to ensure delivery of science objectives.
• Support international and national experts during formulation of different concept notes and implementation strategy.
• In line with donor requirements, CGIAR and WF regulations and with the support of Admin-Finance staff, maintain budgetary control of expenditure, effectively manage funds and prepare basic financial reports of the projects.

• Oversee the in-depth M&E process and communication with partners and donors, development of different communication & extension materials, report publications.
• Directly involved in preparing the multi-year and annual work plans, budgets, improved technologies & varieties delivery & dissemination implementation strategies, adaptive research trials, different socioeconomic study of the projects.

About the Position

About the Project

Animals, plants and microorganisms harvested and grown in water play a significant role in sustainably feeding and nourishing the world. Globally, 800 million people depend on small-scale fisheries and aquaculture for their livelihoods. But these vital aquatic food systems are hindered by the insecure livelihoods of those in related jobs, their low capacity to adapt to climate change, and the loss of marine nature. 

The Asia-Africa BlueTech Superhighway project, supported through the UK’s Climate and Ocean Adaptation and Sustainable Transition (COAST) program under the umbrella of the Blue Planet Fund (BPF), will focus on enabling communities to adapt to and mitigate against climate change as well as responsibly and sustainably manage marine and coastal nature and resources resulting in improved food and nutritional security as well as employment and income opportunities.  The project will be implemented in two phases over seven years, starting with Phase 1 in Bangladesh, Kenya, Mozambique, Nigeria, and Tanzania.

The position of Post Doctoral Fellow (Aquatic Food Postharvest Solutions) will find solutions for postharvest issues in the aquatic food sector. The fellow will play a role in executing WorkPackage 3 of the Asia-Africa BlueTech Superhighway in Kenya, Tanzania and Mozambique. This position will support activities in advancing climate-smart solutions, particularly drying and cooling systems, to reduce aquatic food loss and waste along the selected value chains in three target countries, namely Kenya, Tanzania and Mozambique. The project's primary focus is on small-scale fisheries in the coastal areas of Kenya, Tanzania and Mozambique. The role involves innovative research, adapting and deploying technologies, and collaborating closely with local stakeholders.

The Person

The successful candidate will be responsible to:

• Analysis and Research: Undertake comprehensive research to understand the extent, causes, and impacts of aquatic fish loss and waste in target countries.
• Participatory Pilot Project based research: Co-Design, manage, and evaluate pilot projects to test the effectiveness, scalability, and sustainability of the drying and cooling technologies (climate-smart) in aquatic food value chains in the target countries.
• Stakeholder Engagement and Partnership Building: Engage with government bodies, private sector entities, NGOs, and community groups to foster collaborative efforts for technology scaling and knowledge sharing.

About the Position  

The Regional Finance Manager provides support, leadership, guidance, and technical oversight regarding the financial activities of all Regional, Country, and Project Offices (implementing offices). This position acts as a direct liaison with implementing offices regarding the overall financial strategy and direction set by the management. 

Key Responsibilities   

• Directs and coordinates financial activities in implementing offices in concert with the Center’s financial objectives and priorities. 
• Ensures that the Centre’s financial policies and procedures are consistently applied in implementing offices. 
• Acts as lead coordinator for all Internal and external audits to be conducted in implementing offices and provides recommendations for procedural improvements and ensures audit recommendations are followed up on and implemented.

About the Position 

In your role as Accountant, your primary responsibility is to manage financial records and prepare financial statements for regional offices. You will be responsible for maintaining accurate and up-to-date financial information, budgeting, and forecasting, and providing recommendations based on the financial analysis to support strategic decision making. About the Position  

The Website and Digital Engagement Assistant will assist the Website and Multimedia Manager to clean, organize and accurately tag content to improve the website user experience and access to content and publications. Objective

WorldFish India is conducting a study to understand the characteristics of tilapia farmers in India (Tamil Nadu, Kerala and Chhattisgarh states). We therefore invite interested research organizations and individuals to submit proposals in respect of collecting data on Tilapia farmers in India.

The assignment encompasses the following objectives:

• Identify tilapia farmers in the selected states (Tamil Nadu, Kerala and Chhattisgarh states)
• Conduct data collection survey of tilapia farmers in selected states (Tamil Nadu, Kerala and Chhattisgarh)

Scope of Work

The role of consultant will be data collection through household surveys according to the schedule outlined by the impact assessment study on behalf of WorldFish Monitoring and Evaluation Unit.

The consultant is expected to:

• Submit to WorldFish, a detailed plan of activities to implement the listing of tilapia farmers in selected states.
• List tilapia farmers (a minimum of 2500 farmers) in three (3) states: Tamil Nadu (Tiruvallur district), Kerala (Palakkad, Kozhikode, Alleppey districts), Chattisgarh (Kanker district) states.
• Submit to WorldFish, a detailed plan of activities to implement the household survey.
• Digitize household survey provided by WorldFish in a tool agreed on with WorldFish.
• Carry out data collection up to, but not limited to 2000 household surveys (estimated 45 min. per survey).
• Arrange and facilitate training of enumerators to list tilapia farmers in the selected states and conduct household surveys in close collaboration with WorldFish.
• Locate households from the list of farmers obtained from the listing exercise.
• Establish a data quality assurance process and deliver high quality primary datasets1 from household surveys.
• Identify lessons learned from the fieldwork exercises and provide a report proposing practical recommendations for WorldFish that may help inform the design and implementation of future surveys.
• Maintain effective communication with WorldFish MEL & Impacts Assessment team and WorldFish India office staff throughout the study period.
• All activities involving people must abide to procedures in accordance with WorldFish Human Research Ethics and local safety measures due to the coronavirus by obtaining informed consent from the study participants before collecting any information.
• Spatial scope: the fieldwork will be deployed across three selected states in India: Tamil Nadu, Kerala and Chattisgarh.
• Deliverable timeline: timeline and activities for each output might be subject to adjustments (prior consultation and approval with WoldFish) due to external factors (e.g. insecurity, weather changes, etc).

Objective

The 'Consultant - Outcome Assessment Survey,' which involves evaluating the impacts and outcomes of mass seed production technology for various nutrient-rich small indigenous fish species (SIS). This opportunity is with WorldFish and will be on a short-term contract/deliverable basis. We are looking for a dynamic, innovative, self-motivated, and service-oriented professional or firm to fill this role.

The assignment encompasses the following objectives:

• Assess the influence and outcomes of hatchery-based production protocol of SIS on the nutrition of relevant stakeholders involved in the project.
• Analyze the market dynamics and potential future demand for selected SIS species in terms of their sources, forms, accessibility, consumer preferences, and other factors in the selected regions of Odisha and Assam.
• Assess the potential, adoption and scale of various business propositions aimed at commercializing the hatchery-based production protocols for the selected SIS species including policy implications.

Scope of Work

WorldFish is implementing a project named "Taking Nutrition-Sensitive Carp-SIS Polyculture Technology to Scale" in Odisha and Assam states of India (2021-2024). The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). One of its central objectives is to develop easily scalable methodologies for the mass seed production of some important SIS through the standardization of a hatchery-based breeding approach.

Significant progress has already been achieved within the project, with the successful development of technical protocols governing mass seed production, nursery rearing, and the transportation of selected SIS. Notably, the primary focus of the project is to identify and implement viable business models for the multiplication and distribution of SIS seeds.

The current consultancy assignment involves a comprehensive evaluation of the impact and outcomes of the mass seed production technology on the income of project stakeholders covering the SIS hatchery operators, SIS growers and SIS sellers. Rapid assessment of and nutritional well-being attributable to Carp-SIS Polyculture among SIS consumers will also be undertaken. It aims to gain insights into the dynamic market conditions and the potential demand for selected SIS over the short to medium term period.

Findings from this assignment will also assist and inform other studies under the project that will delve into assessing the scalability of various business plans designed to commercialize and expand SIS seed production technology, with a keen eye on its policy implications.

The study will involve activities like review of literature/ documents, consultation meetings with WorldFish team, relevant partners, stakeholders and beneficiaries. It may require quantitative data collection and analysis. This assignment necessitates fieldwork, including travel to select districts in Odisha and Assam, where surveys and interviews will be conducted with project partner hatcheries, farmers, seed distribution networks, private sector, market players, consumers, and government officials.

Consultant(s)/firms/organizations must have resounding knowledge and experience about fisheries and aquaculture development especially project evaluation, impact assessment, fish value chain study and market assessment in Assam, Odisha and other states of India.

The lead Consultant /firms / organizations must have the following skills and demonstratable competencies.

• Relevant professional qualification equivalent to Masters in allied subjects/or PhD in Agriculture and allied subjects.
• At least 10 years of experience in conducting program assessments, market studies and value chain assessments in similar settings with specific experience in market-based assessment approach.
• Expertise to conduct primary research using quantitative and/or qualitative methods.
• Excellent analytical skill related to identifying critical factors within freshwater aquaculture and hatchery operations, data interpretation and representation, market assessments and developing solution matrices.
