We are excited to share an opportunity for a Sourcing Recruiter to join our Defense Systems Engineering business unit that provides scientific, engineering, and technical solutions to advance defense and national security interests on land, at sea, in the air, in space, and in cyberspace. 

As a Sourcing Recruiter, you will be part of a competitive team that specializes in the development of creative sourcing tactics to locate and engage highly sought-after talent. 

What you can expect:

You will collaborate with other Recruiters and Hiring Managers to understand staffing needs and develop candidate sourcing strategies for a wide range of customers, most often within the Department of Defense.

Attend job fairs, industry events, and professional networking groups to establish relationships with potential candidates and industry professionals.

Conduct initial phone screens to assess candidates’ qualifications, motivations, and cultural fit.

Requirements:

• High School diploma
• Minimum 1 year of specific recruiting and/or sourcing experience  
• 2 + years professional experience
• ATS/CRM experience with sourcing, tracking, and managing candidates
• Experience working with recruiting and people-related tools and systems, including resume databases and candidate sourcing tools (LinkedIn Recruiter, ClearanceJobs, etc.)
• Experience with sourcing strategy development

Preferred Qualifications:

• Bachelor’s degree
• Experience in a production environment

About the Role:

As an experienced and confident Human Resource Manager, you will play a critical role in translating the organizations goals into tangible people initiatives and providing strong internal support.

In this stand-alone US role you will drive local people and culture excellence and process improvement.  You will build and develop trusted relationships and collaborate with key stakeholders to gain insights into their needs, challenges, and opportunities, and offer tailored solutions accordingly.

Key Responsibilities:    

• Establishing and maintaining systems to ensure compliance with relevant legislation, and standards, as well as the Company’s policies. 

• Reviewing and building HR systems, policies and processes that are fit for purpose and strongly aligned with company direction and values.

• Providing internal HR advice and support to US stakeholders 

• Driving recruitment campaigns and significant uplifts by partnering closely with the business to understand and anticipate specific needs

• Supporting business with end to end HR processes, including but not limited to performance reviews, employee surveys, contract generation, benefit administration, employee engagement and employment relations matters

• Owning HR projects such as building successful onboarding and induction processes, creating job description library etc

• Approachable, authentic, commercial, emotionally mature with sound judgment and a focus on solutions.   

 Qualification / Experience required:   

• Degree qualifications in Human Resources or other relevant fields. 

• Minimum 8 years' experience working in Human Resource roles. 

• Excellent interpersonal, verbal, and written communication skills with the ability to communicate effectively across all levels of the organisation. 

• Strong knowledge of HR best practices, employment laws, and industry trends.  

• Strategic thinking and problem-solving abilities.

[What we are looking for]

What you will be working on

• Strategise and develop talent attraction initiatives to help Singapore position itself to capture opportunities in the digital economy
• Lead in the development and provision of data-driven reporting on key ICT and media manpower indicators. This will aid in policymaking, operational excellence and overall customer and user satisfaction
• Integrate tech and media talent strategies across Singapore, covering educational institutions, CET/adult learning, global/foreign manpower, scholarships, etc.
• Prospect for and generate partnerships with industry and institutions to train and place locals into tech and media jobs, both locally and abroad
• Work with companies and government agencies to pursue tech and media talent policies and develop innovative projects
• Interface with key decision makers and stakeholders to advance IMDA’s talent programmes and agenda (e.g. to advocate for policy changes; to secure resources/support, etc.)
• Lead cross-functional teams in projects to enhance tech and media talent development, and jobs/skills for Singapore

What we are looking for

• 10 to 15 years of relevant experience in Public Policy / Strategy / Data
• Proven track record of leading multi-functional teams and projects
• Experience in a public sector organisation or the tech industry in industry development and manpower policy & planning would be advantageous
• Possess strong analytical skills, understand data, and able to thrive in a fast-paced environment
