Leidos currently has an opening for an Intelligence Exercise Planner located at Langley Air Force Base, Virginia. This position is part of a large Military Intelligence Program supporting the USAF Air Combat Command (ACC) Intelligence, Surveillance and Reconnaissance (ISR) mission.

Primary Responsibilities:

Applicants will use their ISR domain expertise to help deliberately plan, program, execute and report Joint Operations Planning and Execution System (JOPES) compliant events. They will develop, document and orchestrate ISR-related exercise events in compliance with Joint, Air Force and Intelligence Community standards and directives; collaborate with other host base and command exercise planners for Master Scenario Event List (MSEL) development and participant engagement (to include but not limited to billeting, security, badging, IT accounts); instruct / debrief ISR exercise participants; and analyze, assess and report exercise readiness, execution results and lessons learned.  Applicants will plan and coordinate weapon system and ISR resource inclusion; develop and coordinate equipment mobility plans; and manage these resources and their capabilities to satisfy ISR exercise objectives.  Applicants will update and maintain NIPR/SIPR/JWICS Plans and Programs Microsoft SharePoint portals. Applicants will develop Continuity of Operations Plans and Programs, tactics, techniques and procedures, checklists, system architectures and concepts of operation for repeated ISR exercise usage. Applicants must be able to work independently and collaborate with internal / external organizational components; analyze, translate and communicate (oral and written) complex ISR exercise aspects to senior leaders and action officers; and mentor ISR exercise participants.

Basic Qualifications:

• Bachelor’s Degree and 6+ years of ISR experience or a Master’s Degree and 4+ years of ISR experience. Additional years of experience may be considered in lieu of a degree.
• Three (3) years of contingency operations and exercise planning experience
• Must have a current TS/SCI security clearance .

• Attends coordinated meetings, conferences and Working Groups (WG), and prepares reports relating the general conduct of the meetings, conferences, and WG.
• Maintains operational awareness and incorporates doctrinally sound and theater specific lessons learned injects into each training event.
• Responsible for planning, designing, and executing of exercises that meet the needs of selected training audiences.
• Recommends development of specific weighted percentages needed to provide the most effective means to accomplish the exercise goals and objectives.

This position serves as a Department of Defense Satellite Communications (DoD SATCOM) Planner within the assigned Regional SATCOM Support Center (RSSC) engaged in the day-to-day operational planning and management of DoD satellite resources on a 24/7 basis. Responds to support requests from Combatant Commands (CCMD) in the RSSC's area of responsibility as well as other authorized users. Applies a broad technical knowledge of satellite communications systems and their relationship to other telecommunications networks, systems and equipment; a broad knowledge of DoD SATCOM control procedures; and pertinent managerial and administrative skills and abilities. Applies knowledge and ability to compute satellite link/network configurations using automated tools and manual techniques for an optimum solution across multiple payloads. Supports electromagnetic interference (EMI) and anomaly resolution activities.

Key Skills and Abilities:

1. Expert technical knowledge in a variety of professional, technical, and specialty fields based on formal education, professional training, and relevant work experience in DoD SATCOM to serve as the technical expert for the organization.

2. Experience in conducting research and development and testing and evaluation involving satellite communication user terminals and related ground systems.

3. Skill in researching data and recommending solutions to novel and unique SATCOM problems.

4. Ability to apply sound communications principles to develop and implement resiliency strategies, vulnerability assessments, and evaluate higher-level guidance and best practices.

5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.

6. With little to no guidance: organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.

7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives, make recommendations, and take action.
