The following are the primary responsibilities and tasks expected of the incumbent:
1. Manages, coordinates, and monitors delegated acquisitions and procurement services for NHLBI to include open market orders up to $25,000 and up to $250,000 on pre-negotiated government contracts.
2. Uses creative strategies and expert understanding, including comprehensive knowledge of the FAR, HHSAR, DSAPS, and NHLBI regulations, policies, and procedures governing acquisitions and procurement, to execute procurement activity.
3. Effectively manages staff to ensure that subordinate work is carried out efficiently and effectively, and that the overall support services provided meet the needs of operating labs, branches, and/or sections in servicing areas.
4. Uses analytical and managerial skills, as well as the ability to formulate new strategies and approaches, to deal with complex issues and problems, and continually seeks ways to enhance and streamline work processes.
5. Establishes and maintains internal management controls to ensure functions achieve the intended results, and that resources are used consistent with goals and objectives.
6. Plans, develops, and advises around operational policies, procedures, and guidelines necessary to ensure the most efficient administrative management and operations of DIR programs.
