If selected for this position as a GS-0341-12 Administrative Officer, your duties may include, but are not limited to, the following:

• Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs. Provide advice regarding significant deviations from original plan.
• Perform the full-range of general administration and advisory services and/or functions, performing all that apply: outside activities, time and attendance, relocation requests, human resources services, facilities management, property management, space/logistics, safety/security, and travel.
• Conduct negotiations with vendors to obtain goods and services.
• Provide information on Congressional and other outside inquires and reports; and recommend positive course of action.
• Create and execute strategic and/or operating plans for new fiscal years, which includes the gathering of key information essential to the planning process such as internal information, benchmarking information, and stakeholder input.
• Interpret policies and procedures in the management of space and facilitates. Manage and monitor the budget, design, construction and modification of existing and/or new space. Responsible for tracking overhead costs associated with assigned space.

If you are selected at the GS-11 grade level, you will essentially perform the same duties as those described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Starting at $78,592 Per Year (GS 11-12)

• Serve as principal advisor on all administrative management matters associated with programs and operations. Develop and advise on administrative requirements for a complex organization and actively participate in developing and implementing administrative management policies.
• Define goals to be met on major program issues, recommend a course of action, and implement the alternative policies chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, or space utilization.
• Plan, develop, formulate, prepare, execute, monitor, and/or forecast organizational budgets.
• Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs. Provide advice regarding significant deviations from original plan.
• Analyze financial and budget control statements to advise management on the status of funds. Assist in the review of analyzing budgets for each object class, appropriate allotments, and use of allocated funds in conformance with regulations.

• Coordinate human resources actions and advise staff on human resources regulations, procedures and policies relative to Federal employees and contract personnel; and provide advice and oversight for applicable Human Resources services and/or functions.
• Serve as the point of contact for problems and inquiries related to the space that employees occupy.

Starting at $112,015 Per Year (GS 13)

• Performs varied administrative work in the following areas: budgeting and financial management, procurement and contracting, personnel administration, travel, supply, and/or property management.
• Performs office management and/or program support work such as planning, research, analysis, correspondence control, communication, and/or liaison.
• Assists managers with personnel related actions, including the referral of job candidates, the selection process, and notification of applicants.

Starting at $59,505 Per Year (GS 9)

• Supervise the work of assigned staff and performs the full range of supervisory responsibilities over subordinate staff.
• Plan work, set, and adjust short-term priorities and prepare schedules for completion of work.
• Identify developmental and training needs and provide and/or arrange for needed development and training.
• Develop program or administrative reporting systems serviced organizations, including gathering data and analyzing information.

Starting at $132,368 Per Year (GS 14)

The following are the primary responsibilities and tasks expected of the incumbent:

1. Manages, coordinates, and monitors delegated acquisitions and procurement services for NHLBI to include open market orders up to $25,000 and up to $250,000 on pre-negotiated government contracts.

2. Uses creative strategies and expert understanding, including comprehensive knowledge of the FAR, HHSAR, DSAPS, and NHLBI regulations, policies, and procedures governing acquisitions and procurement, to execute procurement activity.

3. Effectively manages staff to ensure that subordinate work is carried out efficiently and effectively, and that the overall support services provided meet the needs of operating labs, branches, and/or sections in servicing areas.

4. Uses analytical and managerial skills, as well as the ability to formulate new strategies and approaches, to deal with complex issues and problems, and continually seeks ways to enhance and streamline work processes.

5. Establishes and maintains internal management controls to ensure functions achieve the intended results, and that resources are used consistent with goals and objectives.

6. Plans, develops, and advises around operational policies, procedures, and guidelines necessary to ensure the most efficient administrative management and operations of DIR programs.
