The Chief Research Operations Officer (CROO) will oversee the development, coordination, and implementation of strategies, processes, systems, and training to support the full life cycle of sponsored program awards, while balancing risk, transparency, and compliance demands. They will advance the university’s research integrity and compliance policies and programs to meet best practices and standards of excellence for accreditation. They will contribute to a positive research environment that promotes safety, integrity, and ethical behavior, and follows the changing regulations of federal funding agencies.
This CROO will evaluate and advise leadership on new and innovative operating and financial models for potential strategic research investments, and they will support the implementation and management of successful initiatives. They will represent the research and innovation enterprise to advance major university projects such as the future of financial planning, research data analytics and sharing hub, and significant enhancements to electronic research administration, controlled research computing, and data systems.
The CROO will have a critical role in ensuring that various groups and stakeholders are aligned and working in concert to achieve shared goals and objectives, and in communicating with campus stakeholders and external partners. This requires an individual that possesses a deep understanding of today’s complex academic research and innovation environment, exceptional organizational, problem solving and people skills, and great flexibility and patience.
The CROO reports directly to the Vice President for Research (VPR) and will manage and supervise teams responsible for sponsored programs, research integrity and compliance, research systems, operations, and finance. They will be a member of the Office’s senior leadership team responsible for promoting transparent communication across diverse centers, departments and colleges.
The CROO will lead across Research Administration and Enterprise-wide Operations supporting compliance and research integrity, diverse programs, regulatory affairs, new operations, and varied business arms that drive grant-based activities. This requires building effective relationships with industry and research partners, along with an understanding of IT related compliance and strategies.

Duties may include, but are not limited to:
-Administers oversight and accountability that support safeguarding the integrity of the GI Bill, to include but not limited to, compliance of statute, regulations, policy, procedures, and investigations.
-Supervise direct reports and the daily operations of Approval, Compliance, and Liaison staff and activities within an assigned multi-state geographical area. Set performance standards and appraise work of direct reports and employees.
-Identifies developmental and training needs of employees; provides and/or arrange for needed development and training.
-Plan and assign work, set priorities, advise employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Actively supports special programs, such as EEO, safety, internal controls and similar.
-Direct and provide guidance for actions, such as review, investigate, refer, develop, analyze, and coordinate: stakeholder, complex, and sensitive correspondence to various forms of inquiries relevant to assigned portfolio while observing deadlines and keeping supervisors informed of progress until the matters are resolved.
-Coordinates with the State Approving Agency, VA Central Office and Education Regional Processing Office Management, Congressional Liaisons, and Veteran Service Organizations in resolving complex problems, inquiries relating to program approval, supervisory inspection, withdrawal of approval for Title 38, U.S.C. purposes.
-Advise management on all complex issues associated with compliance and approval activities regarding laws and regulations pertaining to the educational program under Chapters of Title 38, U.S.C., and Title VI.
-Develop and submit reports relating to approval, compliance, liaison, and SAA activities within assigned jurisdiction.
-Plans, organizes, and oversees responses resulting from Congressional inquiries, Equal Opportunity complaints, and suspected fraud or gross negligence acts committed by educational facilities within their respective regions.
-Partners with key stakeholders to develop policies, procedures, and understanding of the effective use of VA Education benefits.
