Major Duties:
This position serves as the SAH Agent will perform an array of duties with the purpose of conducting construction, remodeling, and home adaptation projects, from proposal through completion related to the Specially Adapted Housing/Special Home Adaptation (SHA) program and Veteran Readiness & Employment (VR&E) as required to properly support Veterans with specific adaptive needs. Responsibilities include:
Technical Services and Oversight: Case-Specific Design and Construction, Remodel, Adaptation
- Leads design review discussions, in person, by phone, or electronically to educate the SAH Agent, Veteran, contractor, architects, and other Veteran-facing stakeholders.
- Examines preliminary plans and specifications to ensure the proposed construction, remodeling, or adaptation of the property meets VA requirements.
- Reviews final plans, specifications, and estimates to ensure each meet minimum standards.
Case Management: Project Management
- Controls and manages project milestones of assigned cases and associated construction activities through to project completion.
- Negotiates on behalf of Veteran and LGY with vendors and other stakeholders.
- Determines suitability of completed work, adequacy of construction materials, reasonableness of schedules and estimates, adequacy of inspection and control procedures as documented with previously approved construction controlling documentation.
Individual Contributions to Team and Program Success
- Case manages construction complaints associated with assigned SAH and VR&E projects to include Veteran or contractor-initiated complaints.
- Conducts conference calls or in person visits with the Veteran and/or the contractor in negotiation of plan changes, construction variations, financial adjustments necessary to comply with Program requirements, best practices.
Communication and Service to the Veteran
- Communicates clearly with Veteran, Veteran-designees, contractors, officials, and other stakeholders throughout the construction, remodeling, or adaptation process.
- Provides courteous, accurate, forthcoming, and technically sound assistance to program participants.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Grade level progression GS-0828-11;GS-0828-12
