Duties include, but are not limited to the following:
- Leads or participates in cross-organizational teams to plan, develop, and/or revise safety management policies, processes, training, and other promotional materials to support the continuous improvement of the FAA Hazardous Materials Safety Program.
- Applies analytical and investigative experience to conduct cross-organizational policy analysis, alignment, and compliance assessments of aviation safety matters related to the safe integration of hazardous materials transportation into air carrier operations.
- Applies experience and technical knowledge of Safety Assurance Systems (SAS) and other safety assurance functions and safety risk management processes to analyze safety data in order to identify, assess, and propose changes to associated governing safety orders, policies, and processes.
- Defines, plans, and organizes assigned resources to accomplish policy analysis and program development activities of the FAA Hazardous Materials Safety Program.
- Represents AXH in various cross-organizational committees, work groups, and/or industry forums related to the FAA Hazardous Materials Safety Program.
- Communicates organizational positions in writing and/or presentation on internal and/or external programs/policies to senior AXH leadership.
- Supports FAA and ASH/AXH strategic business planning activities, to include the development and accomplishment of safety Initiatives, Activities, and Targets, as requested.
- Collaborates with stakeholders in and across FAA, DOT, and industry to develop and/or integrate policies, procedures, and guidance for safe transport of hazardous materials.
- Performs other duties as assigned for the AXH mission.
Performs multiple, varying, and complex assignments under limited direction of a manager. Applies experience and advanced technical knowledge of the design, development, and implementation of the FAA Hazardous Materials Safety Program. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.
