Taxpayer Advocate Service (TAS), Operations Support, Leadership Development and Support Office (LDSO)

WHAT DOES A SENIOR MANAGEMENT AND PROGRAM ANALYST DO? Management and Program Analyst at this level, you will serve in the role of a Technical Advisor (TA) to the LDSO Director on matters and/or issues related directly to the function. You will be responsible for high level, special cross-functional programs, and projects, often of a confidential nature, and delegated by the Director. These projects may include the development of new program areas and improvement to existing program areas, which often require integrating and/or coordinating efforts and activities across organizational lines, including the National Taxpayer Advocate and Deputy National Taxpayer Advocate's offices, other TAS functions, and IRS Operating Divisions and functional organizations. The TA supports the Executive Director on highly complex technical issues. Responsibilities include planning, coordinating, and implementing related technical and resource management projects and programs within TAS. In addition, you will be responsible for the general management and executive direction within the program and functional areas. Additional duties include: As a LDSO Program Manager, you will be responsible for the TAS LDSO Leadership Readiness Program Manager responsibilities:

• Analyze the leadership and career resource areas to discern trends in program delivery, to measure effectiveness in meeting baseline, or the degree to which program goals support strategic initiatives.
• Develop and deliver communications, informational and training material related to the leadership and career development resources program.
• Provide advice and feedback to the LDSO Director on critical, sensitive, or confidential matters related to the leadership and career development resources program.
• Briefs the LDSO Director and or TAS Executive(s), and other top-level management on the status of the leadership and career development resources program, major studies, related employee career and leadership development programs, sensitive and/or unusual problem areas.
• Serve as the primary program owner of the LDSO leadership readiness programs of Intake Leadership Development Program (ILDP), Leading People Readiness Program (LPRP), and Leading Leadings Readiness Program (LLRP).

Oversees and/or coordinates the HCO IMD Coordination team's required IMD review, processing, approval
and publication of new, revised, and/or obsolesced IMDs - IRMs, interim guidance (IG) memoranda,
Service-wide and functional delegation orders, and policy statements for the HCO organization.

Receives, coordinates, and distributes to the appropriate subject matter expert (SME) or points of contact
(POCs) external IMD-IRM review requests received from IMD authors and/or IRM-IMD coordinators
external to the HCO organization to ensure timely and accurate review of IMDs impacting HCO processes,
procedures, and/or requirements.

Oversees, defines process(es), develops, maintains, and continuously evaluates HCO internal processes and
procedures to ensure IG memoranda are tracked and timely incorporated into related IRM(s).

Oversees, develops, updates, and conducts HCO IMD advanced research, reporting and tracking mechanisms
for HCO managers, authors, senior leaders and/or executives.

Develops, coordinates and/or conducts IMD-related briefings, outreach efforts, training sessions, etc., for all
levels of the HCO organization including workgroup/team members, HCO IMD community members -
authors, reviewers, managers/approvers at all levels (i.e., front-line to senior and executive HCO levels).

• Represents the Area, ITAP or DC TA in the performance of a variety of top liaison assignments, projects and contacts with representatives of other Government agencies and Internal Revenue Service (IRS) officials. Ensures understanding and consideration of the Area, ITAP or DC TA's policies and views. Negotiates on policy matters involving multi-organizational functional and operational areas.
• Prepares agency directive, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations. Conducts briefings and prepares comprehensive reports to keep top-level managers and executives advised on project plans and progress and to communicate findings and recommendations.
• Actively assists in the implementation of the Area, ITAP or DC TA's administrative management and technical decisions, and ensures accomplishment of the desired results. Advises on and oversees the general management of operations, including utilization of resources. Provides technical advice on overall management of programs under the purview of the Area, ITAP or DC TA. Analyzes proposals directed to the Area, ITAP or DC TA for approval, design or review, and develops recommendations for consideration and action as well as alternate proposals as warranted.
• Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. May participate in an Area, ITAP or National Office task force. Analyzes the full range of technical, operational, or any administrative problems that exist or arise within the Area, ITAP or DC TA operation, or one or more offices or programs. This includes supervising, guiding, coordinating, planning, developing, and implementing effective resolutions and/or corrective measures.
• Takes a leadership role in the formulation of policies, development of program plans, design and issuance of directives and instructions and the development of recommendations to improve the effectiveness of the entire Area, ITAP or DC TA organization.

• Meet with leadership to participate defining the overall goals and objectives of the functions Labor and Employee Relations programs; Prepare recommendation for resource requirements to accomplish program or project goals. Plan, coordinate, and establish operating methods and procedures for accomplishment of project mission; as needed, direct the development and accomplishment of employee training relating to the project.
• Operate as one of the primary points of contact for labor and employee relations strategic plans; prepare complex action plans, schedules and timelines for various phases of negotiations; ensure that plans are consistent with Service goals, schedules, and policies. Serve as a resource for senior executives and managers in all labor relations matters and provides expert and authoritative technical advice on a wide variety of highly complex and potentially sensitive labor relations problems and issues.
• Prepare recommendations to accomplish assigned projects. Prepare and/or review agency directives, IRM issuances, memoranda, TAS-wide policy statements, and other written guidelines and recommendations relating to projects and negotiations.
• Conduct in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them; Manage project resources to meet goals and objectives. As needed, recommends adjustment of resources. Conduct briefings and prepare comprehensive reports to keep managers and executives advised of labor relations issues and progress and to communicate findings and recommendations.
• Provide authoritative and well researched LR guidance to management on items having organization wide implications. Deliver training for managers on various LR topics, trends and hot issues; Represent Taxpayer Advocate Service interests and endeavors for the assigned project throughout the Service.
