Job Description/Overview:

The position represents an opportunity to join a growth segment within Citi’s Commercial Bank (CCB). The CCB is focused on fast growing, mid-sized corporates going global.

Candidate will be responsible for business development through new client acquisitions, as well as the cross-selling of Citi’s platform. The Capital Management team within Citi Treasury is responsible for all aspects of capital analysis, forecasting, and planning for Citi, including providing programmatic leadership for the firm’s capital ratios and CCAR/DFAST.

Capital Management has a dedicated Capital Transformation function that articulates the strategy through which Citi will achieve its Capital transformation goals and provides central leadership over the execution of the necessary remedial actions to deliver the firm’s capital planning target state, as required to address the FRB and OCC Consent Orders.

The Capital Transformation organization seeks a key contributor to support efforts to assess and augment existing process documentation and controls for alignment with and comprehensive coverage of laws, rules, and regulations as well as internal requirements. Responsibilities:

The Regulation, Process, and Controls Senior Vice President for Capital Transformation will be responsible for supporting the Capital Governance Transformation Lead by:

• Understanding capital regulation and Citi policy document requirements for execution of the quarterly forecasting process and CCAR/DFAST
• Supporting the implementation of changes necessary to enhance Citi’s capital planning processes and satisfy evolving regulatory developments, including criticisms articulated in the recent Consent Orders

Citi is seeking a bank regulatory professional with extensive knowledge and experience in CRA with the ability to work in a fast-paced and evolving regulatory environment as a member of the Community Reinvestment Act (CRA) Regulatory Group (CRA Group), which is responsible for managing Citi’s CRA program.

The CRA Regulatory Group resides within Enterprise Services and Public Affairs (ESPA), which seeks to enhance and protect the reputation of Citi, its business, and the brand across the world through direct and indirect communications with Citi’s various stakeholders.  The CRA Group oversees Citi's CRA program, its governance structure, CRA-related examinations, and manages CRA-related reputational matters. The CRA Group partners with Citi's U.S. businesses to establish CRA lending, investment, and service goals to meet Citi's CRA obligations and achieve a record of CRA performance commensurate with an "Outstanding" rating. Together with CRA-related businesses, the CRA Group proactively manages Citi's reputational risk and relationships with external stakeholders, including bank regulators.

The CRA Group is comprised of five teams: (CRA Governance & Policy, CRA Analysis, CRA Transformation, CRA Regulatory Reporting, and CRA Verification) and is committed to maintaining Citi’s highly rated and best-in-class community reinvestment program.

The CRA Analysis and Governance Senior Manager will report to the Head of CRA Analysis & Transformation teams, who reports to the Chief CRA Officer. The CRA Analysis and Governance Senior Manager works closely with the Group’s other managers, to leverage CRA knowledge and experience across Citi’s businesses and GPA and effectively collaborates in the execution of the CRA program. 

POSITION OBJECTIVES

The CRA Analysis and Governance Senior Manager will play a critical strategic and thought leadership role in driving and implementing changes to Citi’s CRA program as Citi’s business model continues to evolve in response to the rapidly evolving banking industry and regulatory expectations, and in response to the recent OCC changes to the CRA regulatory framework. The individual will play a lead role in supporting the Chief CRA Officer by working on enterprise-wide initiatives and in preparing for meetings with the Board of Directors, and other high-level meetings.

The role will include monitoring risk and control activities, including external examinations, internal audits, Independent Compliance Risk Management activities and regulatory compliance activities. The Senior Manager may be called upon to represent Citi on various CRA trade groups and industry associations.

JOB RESPONSIBILITIES

Governance

• Leading and actively contributing to the overall execution and strategic direction of Citi’s CRA program.
• Exercise both thought leadership and initiative in developing and leading the team’s efforts to implement changes to the CRA program in response to Citi’s evolving business model and regulatory requirements.
• Provide critical assistance and focus on all regulatory exam management issues to include Data Integrity and CRA exams.

Policy

• Actively monitor regulatory changes and work closely with the Legal Department to draft comments on CRA, HMDA, and other related reforms, public hearings, testimonies, and public comment letters.

It is part of a broader Enterprise Risk audit team which covers Operational Risk and Risk Governance.   The Senior Audit Manager is a management position responsible to contribute to the development and execution of a robust Audit Plan, and direct audit activities with a particular focus on a product segment and/or risk type. To successfully deliver this plan, the candidate will need to partner with the department’s business, product, data and technology audit teams as well as their respective business leaders.

Role Responsibilities:

• Deliver audit reports, Internal Audit and Regulatory issue validation and business monitoring and governance committee reports; possess a broad and comprehensive understanding of different Internal Audit standards, policies and local regulations.

• Establish effective senior line management relationships and a strong understanding of the businesses. Use excellent communication skills in order to influence a wide range of internal audiences. May negotiate internally often at higher levels on matters which will have a major impact on the area managed.

• Build an effective team of IA professionals, participate in recruitment and training efforts.

• Pro-actively advise and assist the business on major change initiatives.

• Analyze report findings, identify solutions for a variety of control issues, utilizing sound judgement and analytical approach.

• Partner with stakeholders and IA management to approach broader corporate emerging.

Experience / Competencies:

• Understanding of industry best practices and regulatory expectations for Risk Data Aggregation and Reporting (e.g. BCBS 239). Knowledge of Enterprise Risk Management and required management reporting is essential.

• Advanced level experience in a related role with extensive experience in business, functional and people management, with proven abilities in taking responsibility for executing concurrently on a portfolio of high quality deliverables according to strict timetables.

• Strong understanding of Regulatory and Management Reporting concepts and ability to effectively communicate risks to senior executives

• Demonstrated experience in managing teams and managing integrated internal audit and assurance delivery within a matrix reporting environment.

• Effective negotiation skills, a proactive and 'no surprises' approach in communicating issues and strength in sustaining independent views.  This individual must be an articulate and effective communicator, both orally and in writing, with an energetic, charismatic and approachable style.

• Strong interpersonal skills for interfacing with all levels of internal and external audit and senior management.

• Strong leadership skills with a proven track record in managing teams and making a positive impact on the organization.

• Strong project management skills to deliver high quality individual and team deliverables on time.

• Ability to navigate organizational complexity, quickly comprehend true risks of complex issues, escalate to the appropriate level and achieve practical commercial solutions.

Responsibilities:

• Responsible for managing and supporting multiple risk and control programs for the organization including defining the strategy, approach, processes, quality, tools and reporting that provide global risk management consistency and excellence.
• Establishes quarterly audit process of attributes to ensure proper calculation and control.
• Works closely with business partners on findings and makes recommendations on improving practices.
• Develops procedural implementation and change management process with Operations and Reporting team to ensure proper governance and controls exist.
• Examines procedures for consistency and gaps relative to regulations in addition to impacts on customer experience.
• Conducts internal testing of dispute processes to ensure control.
• Monitors exceptions to dispute policy and identifies drivers of exceptions.
• Leverages data to examine impacts to Customer Experience and Regulatory breaks.
• Has the ability to operate with a limited level of direct supervision.
• Can exercise independence of judgement and autonomy.
• Acts as SME to senior stakeholders and /or other team members.
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

• 6-10 years relevant work experience in Business Risk & Controls
• MS Excel, MS Access, SAS, SQL, Visual Basic a plus. 5+ years’ experience in financial services.
• Consistently demonstrates clear and concise written and verbal communication skills
• Effective organizational influencing skills required.
• Third party vendor management preferred. Demonstrated ability to lead global team efforts
• Excellent problem solving skills Ability to see the big pictures with high attention to critical details
• Demonstrated ability to develop and implement strategy and process improvement initiatives.

Education:

• Bachelor’s/University degree or equivalent experience, potentially Masters degree
