Job Description

To lead the finance and research admin team and manage the department’s finance-related matters for daily financial operations:
• Lead the finance and research admin activities in the general office. Provide guidance to the research admin staff.
• Responsible for monthly, quarterly and annual financial reports related to budgets, incomes, expenses, etc.,) including providing detailed analysis based on trending, and advise department on budgeting, fund management, investments etc, to assist department management to make financial decisions and planning;
• Provide guidance to department staff on execution of new financial policies, implementation of new procedures, etc., to ensure adherence to financial regulations and legislation;
• In charge of department budgeting, cashflow forecasting and audit; including the collation of department financial data with rigorous analysis and present in department annual financial meeting,
• Oversee and review current workflow(s) and make recommendations to streamline/improve processes within the finance/ research admin functions.
• Manage department accounts and monitor fund usage. Maintain an accurate filing and record keeping system for all department financial documents;
• Process invoices and various payments, including staff/visitors travel and general reimbursements, journal transfer, gifts, etc;
• Collate PIs’ facility usage charges and maintain department research incentive accounts.

JOB DESCRIPTION

Operations

• Assist with month-end and year-end closing activities

• Review payment, billing and receipts journals raised by junior Executives.

• Review fund requisitions and final statement of accounts of projects

• Track verification status of FRs and FSOA for timely fund disbursements to grantees

• Ensure timely submission of FRs and FSOAs by grantees and by A*STAR to other funding agencies

• Drive digitalisation initiatives to achieve operational efficiency and optimise resource allocation and utilization. (e.g. new ERP system, Grants system enhancements, management reporting dashboard, RPA and etc).

• Other tasks e.g. Accounts Payable duties like vendor management

Budgeting

• Manage the annual budgeting exercise and mid-year budget review

• Review and query submitted budget requests from divisions, consolidate the budget requests and present the annual operating budget to management for approval

• Follow up with respective stakeholders on budget queries raised by management

• Support the MTI’s 5-year RIE tranche budget exercise including preparation of data, liaising with divisions and preparing budget submission through Joint Planning Hub/Policy and Planning Division

Reporting and Business Partnering

• Ensure timely preparation and submission of internal and external stakeholders reporting including presentation slides

• Provide support to Councils / Enterprise, Joint Planning Hub and key stakeholders

Internal Controls and Audit Management

• Ensure timely submission of grant audit reports by grantees in accordance with A*STAR grant audit framework (for A*STAR grants) / NRF’s Enhanced Positive Affirmation Framework (for NRF grants)

• Liaise with internal and external auditors/tax agents/corporate secretary/banks/AGO/ etc on all matters

• Review processes to be in compliance with Government IMs and policies and A*STAR’s Financial Policies and standard operating procedures (SOPs).

JOB REQUIREMENTS

• Background in Accountancy/ ACCA
• At least 3 to 5 years of relevant accounting experience, preferably with experience in managing a small team of finance staff
• Strong analytical, communication (written and verbal) and interpersonal skills
• High learning agility and adaptability
• Able to multi-task and deliver results under tight timelines
• Meticulous, organised and resourceful
• Proficient in MS Office applications
• Knowledge of SAP system and Tableau/Power BI will be advantageous
