- Provides advice and counsel to managers and program staff on a wide variety of grants, cooperative agreements, and other agreements (instruments).
- Develops instruments, disseminates grant and cooperative agreement requests for proposals, reviews and analyzes responses, and recommends acceptance by higher authority as appropriate.
- Develops and maintains a visible internal/external communication tracking system of grants/cooperative agreement use.
- Reviews applications and other agreement proposals for technical adequacy and compliance with applicable laws, regulations, and policy
- Reviews all instruments in advance of signature approval by line officers having authority to implement. All instruments are signed only after the specialist advises that the instrument complies with applicable laws and regulations.
- Stays abreast of changes in policy, regulations, and legal authorities affecting agreements. Communicates change as appropriate to the management team.
- Provides advice and assistance in response to inquiries on standard grant/agreement determinations. Answers questions and resolves problems requiring the interpretation of policies and processes.
- Reviews grant applications and other agreement proposals for technical adequacy and compliance with applicable rules, regulations, and policies.
- Reviews and approves or disapproves of requests by grantees for adjustments in requirements,
- Take necessary actions to ensure that grants requirements are met.
- Maintains a tracking system of awarded grants and cooperative agreements. Independently closes out grants and agreements. Generates reports and correspondence for all phases of the standard awards processes
- Tracks trends and patterns, including statistical analysis, of grantee financial performance. Identifies any data that appears to reflect problems in grants processing.
- Develops recommendations for any grant management issues encountered. Assists in performing administrative analysis of assistance applications to check for compliance with policies and procedures.
