Requirements:

1. Degree or professional qualification in Accountancy; CFA, ACCA, CPA and other qualifications are preferred

3. Familiar with Singapore's financial policies, corporate financial regulations, and procedures, and proficient in relevant financial and tax laws and regulations

The Cloud Enablement team is responsible for accelerating the delivery and improving the operation of our cloud-based software by providing and supporting tools and patterns which reduce the cognitive load on our development teams. What will you do?

• Design, build, advocate for and support the common tools and delivery platform used by Flexera developers.

• Improve developer experience and operational excellence.

• Foster collaboration and knowledge sharing across Flexera.

• Select and rollout supported defaults and standards for CI/CD tooling, Observability, Security and Runtime Environment.

• Work with teams across several continents, build relationships with our engineers by listening and understanding their needs and balancing this with the needs of our business.

• Research new tools and patterns and continuously measure and evolve our ways of doing things.

• Cloud Cost Optimization uses a combination of strategies, techniques, best practices and tools to help manage/reduce cloud costs.

You have

• Developer/DevOps/SRE/Platform experience and a strong interest in software delivery and ongoing operation.
   
• Worked on rolling out automation, tools, technologies, patterns and guardrails across an organization or teams.
   
• Experience working in a globally distributed team.

• Extensive public cloud (preferably AWS) knowledge & experience.
   
• Deep knowledge of containers (Docker) orchestration (Kubernetes).
   
• Knowledge of tools and patterns around CI/CD (familiar with Travis CI, Circle CI, Buildkite or similar).
   
• Observability knowledge; Logs, Tracing, Metrics and experience in a few of Elastic Stack, XRay, Jaeger, Zipkin, Prometheus, Honeycomb or LightStep. Enterprise observability tools such as NewRelic, DataDog etc.

• Cloud cost optimization; Using automation to keep Cloud cost under control and within budget. Enabling individual Engineering teams with cloud cost optimization.

• Knowledge of operations, including incident management, immutable infrastructure as code (esp. Terraform or CloudFormation), and problem-solving.

• Produced robust well-tested code preferably in Golang; however, we will also consider Python, JavaScript, Ruby, Java or C# if you are happy to learn Go. 

• Excellent communication skills, including experience in writing good documentation and running workshops.

Responsibilities:

• Reports to Project Cost Controls Manager relating cost control reporting matters and participate in the project meetings
• Assists the Project Cost Controls Manager for preparation of project monthly cost reporting, invoicing, claim/variation submissions and final settlement and other commercial preambles
• Prepares documentation and substantiation for measurement, cost plus and adjustable items as per claim requirements
• Works closely with all stakeholders include procurement teams to support timely contract price adjustment
• Maintains the cost breakdown structure based on project execution strategy and project requirement
• Ensures all intercompany invoices are capture in BESPOKE system
• Works closely with contract engineers/ QS for subcontracting, measurement and claims to the Client
• Attends costing, planning invoicing workshops as required and establish proper recognition of invoicing milestones against the planning progress, and overall project cash flow management
• Prepares monthly project costing report to ensure that project expenditures are within budget and in compliance with the contractual specifications
• Prepares various project costing reporting, payment forecast, cashflow to Client and Corporate
• Manages the billing and payment follow up process and monitors project milestone/ progress to ensure timely milestones/ progressive payments in accordance to the contract conditions
• Finalises project final accounts settlement with subcontractors and close out
• Works closely with contract team to have cost review with various external key subcontractors
• Prepares and updates project cost report ensuring all cost charges and movement are tracked and supported with documentation as per reporting calendar
• Liaises with PMT for project status updates and to validate monthly forecasting
• Prepares and updates monthly cashflow for submission to Corporate
• Ensures all POs and WOs and payments flow from procurement & subcontractor team into the Project Cost Code system
• Verifies timesheets are correctly entered into the TMS by project team members

THE ROLE

As the Cost Engineer, you are responsible for the preparation of economic and technical cost and time estimates for tenders.
You will play an integral role in the tendering process for offshore wind projects.
You will have a good understanding of logistic concepts and the capabilities and limits of offshore technology as you will set up the calculations, as well as understanding what happens in the field. In this way, you can advise the tender team of the most cost and time efficient designs.
Coordinate with relevant departments with the aim of drawing up an accurate and valid cost and time estimates
Coordinate with risk and planning specialist(s) to strive for fully integrated project management
Draw up work calculations and offer support during the implementation phase of a project
Actively develop your expertise by keeping informed on the latest developments in the market and identifying possible opportunities for client



THE PERSON

You will often deal with tight deadlines, so goal-oriented work and excellent communication skills with a methodical approach are essential in this role. A real team player, effective communication skills with a customer-focused attitude. Together with:
