Reporting to: Chief Executive Officer
SUMMARY
Candidate must have Ship Management QHSSE experience with SEA-going experience as Chief Officer/Engineer and a qualified Chief officer or at least with Dynamic Positioning Officer with strong focus in Quality, Health, Safety, Sustainability & Environmental experience.
Responsible for the Group’s overall QHSSE activities and policies (except for Crest SA shipyard) Responsible for directing and managing the QHSSE team at Singapore head office. Lead for ensuring compliance with ISM/ISPS for the company vessels and ISO certification for the company.
KNOWLEDGE AND SKILL REQUIREMENTS
- Lead auditor, Incident Investigation, DPA and CSO certification
- Minimum 15 years of related working experience in the management of safety within the maritime industry
- Knowledge of the various regulatory processes and systems in QHSE management such as the ISO standards and ISM code
- Effective leadership and management skills to maintain a highly functional department/team
- Strong interpersonal and negotiation skills
- Excellent analytical thinking communication and problem-solving skills
- Attention to detail. Ability to: maintain a good relationship with all stakeholders o interact with all levels within the organization o manage multiple projects and deadlines
- Change management and conflict-resolution skills.
PRIMARY RESPONSIBILITIES
- Provides leadership, planning and overall management of the QHSSE department.
- Promotion of a genuine safety culture across all business units •
- Acts as DPA and CSO • Ensures that policies and procedures are created in line with best international practices such as OVMSA, Marine Safety Forum, Intertanko etc.
- Ensure those QHSSE standards are applied to our vessels, our employees (ashore and seagoing) as well as subcontractors.
- Ensures an effective system is in place for smooth operation and the safety of all onboard the vessels and ashore.
- Responsible for the production of all reports related to non-conformances, accidents, incidents and near misses.
- In charge of the Group’s internal and external QHSSE audits
- Ensures Corrective and Preventive Action Plans are generated.
- Responsible for ensuring that safety systems on-board, such as safety committees, inspections/audits are in place.
ADDITIONAL RESPONSIBILITIES
- Develops all QHSSE personnel to the best of their ability.
- Organizes the QHSSE team to work with other departments as appropriate such as providing input into large and complex bids.
- Promotes and facilitates continuous improvement within the department on an individual and departmental basis.
- Maintenance, implementation and monitoring of Company’s SEMS •Understanding the safety and environmental impacts of cyber disruption to critical systems onboard ships and responsible for SEMS elements such as integrated navigation, cargo management, bridge, propulsion, machinery, power control, access control systems.
- Provide supports and guidance on day-to-day QHSSE matters.
- Maintain and upkeep Company’s SEMS manuals and other relevant manuals.
- Co-ordinate with other departments to draw up and revise Company’s SEMS In collaboration with HR/Crewing, ensure that HSE training needs are identified.
- Plan the yearly internal and external shipboard audits internal and external Company audits • shipboard safety coaching and training plan
- Ensure that the shipboard internal and external audits are carried out in a timely manner
- Ensure that the shipboard safety coaching and training are carried out in a timely manner • Participate in accident/incident investigation and team accident/incident review
- Attend charterers’ health, safety and environmental meetings and workshops Member of the SEMS Review and Management Review team
- Member of the Shore Base Emergency Response Team
- issue and share circulars and best practices to the fleet in health, safety, security and environmental matters

- Mon to Fri (830 – 6pm)
- Office Location: Pandan Rd, Transport provided to & fro from Clementi.
- Salary up to $13,000 with AWS & 1.5 months of Bonus
- Every Weds WFH and Daily Lunch provided.
