• Serving as the manager of an integrated, cross discipline service line comprised of Public Affairs, Medical Media, and Congressional & Stakeholder Relations.
• Providing oversight and management for public affairs, medical media services, and duplication services within the health care system, including budget and fiscal management, human resources management, strategic planning and public affairs program management and evaluation, assuring that they are integrated to provide optimum usage of resources.

Duties include, but may not be limited to:

• Plans, initiates, and implements comprehensive public affairs activities to enhance the understanding of the Medical Center's programs among the general public and specialized groups and organizations.
• Develops and utilizes a variety of methods and techniques in achieving communications goals such as news releases, radio and television scripts, personal appearances, brochures, pamphlets, etc.
• Conducts special studies involving communications, organization, and operation of Medical Center functions.
• Establishes and maintains professional working relationships with representatives of the news media, responding in a timely fashion to information requests from the media in writing and orally to ensure the fair representation of the Medical Center.
• Assists in preparing certificates/awards or letters of appreciation for staff, community individuals and groups supporting the VA mission and programs.
• Advises and makes recommendations to the Medical Center Director regarding the handling of media and community issues or concerns that have possible implications on the Medical Center.
• Serves as the Medical Center point of contact for the media and public information inquiries and as a liaison with other medical centers, Central Office, Veterans Health Administration, and veteran organizations in the areas of public information and community relations.
• Coordinates photo coverage of programs and activities with visual information production services.
• Undertakes other assignments, such as speech writing or coordination of special events/projects at the direction of the Medical Center Director.
• Markets information items to appropriate local and regional print and electronic media and utilizes general and specialized news media to disseminate consumer information to various publics.
• Prepares briefing packages and slide presentations for VA guests from regional and central offices as well as congressional staff, veterans' organizations and all other community representatives and groups.

Starting at $84,025 Per Year (GS 12)

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS- 07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

This position serves as a public affairs specialist, in an organization's Public Affairs Office, responsible for administering a small functional program in a facility or within an organizational department, with primary responsibility for collecting, assembling, preparing and disseminating information concerning the various programs of the organization, or assisting higher graded public affairs specialist develop and conduct public affairs programs for larger organizational segments within the organization or field office.

Responds, in oral and written form, to request for information by determining the nature of the data required and collecting and assembling the material using the appropriate format and style based on needs and organization practices.

This position works with print and broadcast media; drafts news stores/media releases, provides responses to queries, and provides media escort during visits to the organization and assists with other Public Affairs Office programs as needed.

This position prepares a variety of written material, including news releases, news articles and other material. Gathers and receives verbal or written information and converts into material appropriate for a variety of publication venues. This position plans and executes information campaigns that disseminate results of successful projects in stimulating adoption of their impact or information disseminated.
