The candidate selected for this position will:

1. Serve as the agency’s Government Purchase Card program manager.
2. Perform Contracting Officer Representative reviews and oversight to ensure compliance with regulation, policy and procedures.
3. Be responsible for the analysis and evaluation of contracting matters, and the initiation, development, drafting and recommendation of contracting policies, procedures, guidance, and control of PBGC contracting activities.
4. Provide advice and guidance on contracting matters to departmental customers and business advisor to program officials and Contracting Officer’s Representatives in procurement policy and procedures.

• Serves as the Army Small Business Program (OSBP) change agent for initiative and process improvement.
• Is authoritative in developing procedures for consistent analysis of data including Congressional metrics and Army specific information.
• Responsible for writing and maintaining Army Regulations associated with the OSBP.
• Assists the field in understanding and implementing the changes to processes and procedures at all levels.

Your new role
You will be working as a Procurement Administrator, responsible for ensuring procurement systems (COUPA), are kept up to date and functioning as intended. You will be responsible for pulling large sets of data from the in-house system and providing analysis back to senior stakeholders to ensure correct long-term plans are put into place. This is an analytical role, so strong numerical efficiency as well as advanced knowledge of Excel is required to allow you to fulfil the duties of this role. You will also work closely with suppliers to ensure they are aware of any flaws in their provided data to ensure business decision are informed from accurate and insightful data sets.



What you'll need to succeed
You will need to have some previous experience within a procurement role, with a strong understanding of procurement/p2p systems such as Oracle, SAP and COUPA. Experience utilising Excel to manipulate and visualise data sets is required for this role. If you have experience working with/presenting to senior stakeholders, this would be highly beneficial but is not a pre-requisite. You should be confident and independent, with the ability to prioritise your own workload without the need for lots of managerial supervision.
