Reporting to the Assistant Director, you will execute administrative and operational activities that are critical to the operation of Internet of Medical Things (IoMT) activities for medical devices at one of SingHealth’s institutions and coordinate and support cybersecurity strategies. You will collate and analyse information to facilitate management decisions and prepare reports for stakeholders. You will also work with the Biomedical Engineering (BME) shared services and IT security teams across SingHealth to ensure a robust risk management framework is in place for medical devices that are connected to the IT network. This includes updating the asset inventory, implementing the relevant standards and procedures for IoMT medical devices and evaluating and executing work instructions to minimise the risk for medical devices and systems. You will also provide secretariat support and participate in ad hoc projects.

Developing creative, high quality solutions for our clients’ participants will be one of the baseline expectations of the Senior Client Technology Manager role. Colleagues in this role will do this by demonstrating solid quality assurance fundamentals as well as a deep understanding of how to properly translate client business rules into technology requirements. In addition, building strong domain knowledge will be a key component of success for building a solution matching the vision of their client for a specific project. The Senior Client Technology Manager will collaborate with the Health Client Manager to make certain all aspects of a project have been mapped out and that a project plan for each system’s life cycle has been documented. Role:
The Environmental Health & Safety (EHS) / Facilities Manager is a dual role and will participate in the creation and sustainability of a comprehensive EHS program; along with ensuring manufacturing and building sustainability at Starline Singapore Regional Manufacturing Center.
Main Job Duties:
• Provide leadership to ensure site EHS management system compliance to safety legislations both for local (MOM, NEA, SCDF, SPF, etc.) and corporate requirements
• Working with all stakeholders on all safety aspects of work operations from planning, execution to acceptance.
• To ensure the establishment, maintenance, and continuous improvement of the Singapore site EHS management system, including sustainability of ISO14001 & ISO45001, Emergency Response Plan, and Site Security Program
• Chairperson for Safety Committee with members from different levels across the divisions and hold monthly meetings to address HSE related issues or improvement opportunities
• Liaison with local authorities for EHS compliance and partnership, including mandated report submission to local authorities, license/permit, certification/registration renewal etc.
• Promote positive EHS awareness, culture and practices thru role model demonstration, proactive communication, constant engagement, know-how sharing and program development and participation
• Driving implementation of Risk Work Plan management system
• Drive safety improvement initiatives to improve safety KPI
• Facilitate accident/ incident investigation, ensure on-time reporting to local authority (if applicable) and Group EHS, and evaluate the effectiveness of implemented actions
• Support any EHS reporting requirements ie. monthly site EHS statistic reporting. Work closely with Group EHS to implement any EHS initiatives and programs
• Establish and communicates workplace safety and health related topics and trainings to employees and contractors
• Ensure proper maintenance of building and facilities. Take lead to solve facility issues including liaising with stakeholders and meeting contractors.
• Oversee the development and maintenance of a Job Safety Analysis (JSA) program, Safe Systems of Work (SSOW), Emergency Action Plan and Risk Management Program
• Conduct activities related to environmental compliance, reporting, regulatory permitting, hazardous waste handling, and waste reduction/recycling programs
• Oversee maintenance of all safety records, including SDS database and OSHA 300 log, and monitor trends related to employee work-related injuries
• Review all legally required documents for all maintenance/ad hoc/retrofit/A&A work within the premises - this includes Risk Assessment, Safe Work Procedures, permit to work, workers and equipment certifications and licenses.
• Ensure contractors' EHS performance while performing work on-site by inspections e.g., on-site checking during high-risk work such as lifting operations, confined space entry
• Oversee coordination of monthly safety meetings reporting of safety metrics, and departmental safety audits
• Oversee the development and maintenance of a Total Predictive Maintenance (TPM) program
• Assist production in troubleshooting complex machinery failures
• Develop and manage budgets for both departments

Personal Qualities/Behaviors:
• This position will have exposure to the manufacturing areas where, under certain areas, the use of personal protective equipment such as safety glasses and mandatory hearing protection are required
• Ability to stand, bend and walk for extended periods of time
• Able to lift and carry up to 15kg occasionally
• This position will be exposed to heights over 3 meters off the ground
• This position will be exposed to confined spaces
Education:
• Bachelor’s degree in Environmental, Health & Safety/ Science/ Chemical Engineering or equivalent.
• At least 5 years relevant work experience - preferably in the manufacturing process industries
• Possess relevant certifications such as WSHO Certification, ISO 140001 & ISO450001 Lead/Internal Auditor, Fire Safety Manager Certification
• Qualified/Registered WSH Officer with Ministry of Manpower (MOM) will be an added advantage
