Demonstrates, instructs, leads, and facilitates planned and spontaneous program activities.
Role models developmentally appropriate practice and classroom or activity area management techniques.
Promotes and models safety, fitness, health, and nutrition practices.
Helps arrange for and/or serve appropriate snacks or meals where applicable.
Indoor and Outdoor Environment
Helps prepare, arrange and maintain indoor and outdoor activity areas and materials to accommodate daily schedules.
Sets up displays and bulletin boards.
Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.
Secures supplies, equipment, and facilities.
Interactions and Relationships
Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults.
Interacts with children and youth using approved child guidance and youth development techniques.
Supervision of Children and Youth
Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation policies, guidance, and standards.
Maintains control of and accounts for whereabouts and safety of children and youth.
Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.
Ensures children and youth (as applicable) depart with authorized person according to written parental instructions.
Observes program participants for signs that may indicate illness, abuse, or neglect and reports as directed. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
Parent and Employee Communication
Interacts professionally with employees, parents, and local installation command personnel.
Provides parents with daily verbal or written feedback about their child/youth or program activities.
Participates in conferences with parents and employees.
Assessment
Observes children and youth and documents developmental progression and/or concerns. Uses the information in planning.
Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools (as required), self-inspection materials, and national accreditation tools.
Compliance
Assists in achieving and maintaining DoD certification and national accreditation or equivalent.
Ensures compliance with law, policies, and regulations applicable to DoD CY programs Notifies supervisor of health, fire, and safety compliance concerns.

The CYP Food Service Worker performs various tasks or a sequence of tasks in food service preparation. Tasks consist of several steps that require attention to work operations and follow and established sequence of work. These tasks, which are summarized into categories related to food preparation and service, kitchen maintenance, and food storage, are summarized below.
Food Preparation and Service
Assist in food preparation with tasks such as peeling potatoes; cutting, sorting and washing vegetables and fruits; assembling sandwiches; and measuring and weighing ingredients.
Stocks food service carts with appropriate utensils, plates, bowls, food and beverages, as required for family style dining in the classrooms or activity areas.Wraps, arranges, and/or packages items for serving to children and youth.
Transports food from kitchen area to classrooms or activity areas. Returns carts, dishes, and leftover food to the kitchen and disposes of all food waste and trash.
Kitchen Maintenance
Pre-rinses and washes pots, pans, dishes, glasses and silverware in either a mechanical dishwasher or manually according to sanitation regulations. Cleans serving carts, food preparation areas, cupboards, drawers, and dishwashing areas.
Sets up and operates a mechanical dishwasher. Removes inspection doors, strainer pans, screens, and spray arms for preventative maintenance and cleaning.
Scrapes, soaks, scour, and scrubs the heavier cooking utensils such as mixing bowls and pots which, because of their large size and weight, are awkward to handle. Performs heavy-duty cleaning tasks through the food service and related areas, such as cleaning ceilings; cleaning exhaust hoods; cleaning spaces under and behind kitchen equipment, including moving he equipment; washing floors and walls with powered cleaning equipment; cleaning walk-in refrigerators and freezers; and sanitizing garbage room. Maintains work area in a clean and orderly manner, adhering to NAVMED P5010 and all local policies and procedures. Operates, breaks down and cleans all electrical equipment assigned to the area for food preparation. Stores sanitized dishes and silverware.
Food Storage Labels and dates all items in refrigerators and freezers and stores leftovers in accordance with sanitation and health standards. Stores canned, boxed, and/or frozen items in food storage area. Unloads food and supplies from delivery trucks. Moves heavy garbage cans when collecting and transferring trash from the work area to the disposal area.
Additional Responsibilities
Responsible for complying with security, fire and sanitation rules, policies, procedures, and regulations.
Ensures compliance with U.S. Agriculture (USDA) Child and Adult Care Food Program (CACFP), and all pertaining standards, policies, and regulations.

Program Management
Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children in the age categories served. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with the Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Maintains liaison with local institutions and community organizations to stay abreast of trends and changes in the community. Interacts professionally with employees, parents, volunteers and local installation command personnel.
Budgeting and Financial Management
Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.
Oversees the collection, accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and non-appropriated funds. Adheres to authorized methods of acquisition.
Personnel Management
Responsible for the supervision of employees and volunteers. Supervisory responsibilities may include supervision of the installation CYP Directors, CYP Training Specialists, Teen Coordinator, Sports Coordinator, Teen/Sports Coordinator, Assistant Director, Program Leaders, Program Assistants, Operations Clerk(s), Cook(s),
Food Service Workers, and Custodian(s). If the CDC has one or more annex facility, the CDC Director will also supervise the CDC Program Supervisor.
Receives and ensures resolution of complaints related to personnel and takes disciplinary action as necessary. Works collaboratively with the Training and Curriculum (T&C) Specialist to identify training needs of employees, provide or make provisions for training to accomplish those needs, and assess application of training.Ensures that the T&C Specialist provides training in early childhood methods and child development to ensure the effective implementation of established curriculum and developmental programming.
Ensures training is competency-based and tied to career progression. Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential or college-level classes.
Program Operations
Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs. Ensures distribution of the CYP employee and parent handbooks.
Ensures that program spaces are fully utilized. Works collaboratively with the person responsible for maintaining the Central Waiting List (CWL) to ensure vacancies within the SAC program are filled quickly.
Compliance
Ensures compliance with and is assessed by adherence to the standards and criteria developed by the DoN, DoD, the Military Child Care Act (MCCA), and the National Association for the Education of Young Children (NAEYC).
Implements and supports policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Responsible for compliance with child abuse and neglect reporting requirements.
Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Ensures food service operations provide nutritionally balanced meals and snacks in accordance with USDA guidelines.
CYP Program Oversight
Compiles program statistical data for reports and data calls and keeps command abreast of trends, policy changes, program deficiencies and needs for the installation CYP. Executes a child placement system, including a central enrollment registry when installations are located in the same geographical vicinity and a single Central Waiting List (CWL) for ages birth to 12 for the entire CYP program or geographical vicinity and ensures program spaces are fully utilized.
Ensures that CYP Training Specialist(s) assigned to the installation are utilized across the CYP effectively in accordance with CYP Management Standards. Initiates a CYP-wide training program by ensuring that the CYP Training Specialist positions develop targeted, integrated training plans that accounts for the common and unique training needs of staff across the CYP.
Ensures fluid communication among CYPs on the installation. Serves as the liaison with the Regional Program Manager on all CYP issues.Coordinates and maintains documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team Inspections and is responsible for timely corrective actions plans.
