The Child and Youth Program (CYP) Leader provides direct care and instruction to children and youth (6 weeks to 18 years) in addition to guidance, assistance, and mentoring for CY Program Assistants. Routine day-to-day assignments are normally performed independently with technical assistance available from supervisor when required. Routine assignments are spot-checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions.

The duties and responsibilities have been grouped into categories, including mentor, curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities. Each is described below.

Mentor

Mentors assigned CY Program Assistant team. Works with senior employees to provide instruction and training to lower-level employees. Assists lower-level employees in completing the Standardized Module Training. Assists the Training and Curriculum (T&C) Specialist in helping lower-level CY Program Assistants translate professional development training into practice by mentoring, guiding and role-modeling. Models appropriate behaviors and techniques for working with children and youth. Provides suggestions and makes recommendations to credential practicum candidates. Assists the T&C Specialist with recording observations and charts progress of team members' on-the-job skills. Consults frequently with the T&C Specialist for guidance on strategies to further assist team members' professional development efforts.

Curriculum

Plans activities for program participants based on observed needs of individual children and youth. Continually reviews activities and plans for appropriateness. Works with T&C Specialist, supervisor, and the CY Program Assistants to implement activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program. Prepares and implements program options for children and youth with special requirements. Assists children and youth with special projects, homework, and life skills. Recommends to the T&C Specialist and CY Program Assistants changes and adjustments to activities and plans where necessary to meet unusual situations. Sets up displays and bulletin boards. Arranges for and/or serves appropriate snacks or meals where applicable.

Indoor and Outdoor Environment

Works with team members to prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedules. Makes suggestions about improvements to the activity areas. Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.Secures supplies, equipment, and facilities.

Interactions and Relationships

Encourages participant interest and establishes a program setting that promotes positive interactions with other children, youth, and adults. Interacts with children and youth using approved child guidance and youth development techniques.

Supervision of Children and Youth

Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation command policies, guidance, and standards. Maintains control of and accounts for the whereabouts and safety of children and youth. Ensures children and youth (as applicable) depart with authorized person according to written parental instructions. Oversees arrival and departure of children and youth. Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.

Parent and Employee Communication

Interacts professionally with employees, parents, and local installation command personnel. Participates in conferences with parents, employees, school representatives, and local installation command personnel. Briefs other employees and parents.

Assessment

Observes children and youth and documents developmental progression and/or concerns and uses the information in planning. Assists CY Program Assistants with assessment tasks when needed.

Compliance

Ensures assigned area achieves and maintains standards for DoD certification and national accreditation or equivalent. Ensures compliance with law, policies, and regulations applicable to DoD CY programs.

Additional Responsibilities

4. Maintains rest rooms in a clean, orderly and sanitary condition. Cleans, disinfects and deodorized laboratories, sinks and toilet bowls. Replaces deodorizers, toilet tissues, hand towels and soap. Reports water leaks, clogged drains and other conditions requiring repair to supervisor.

5. Maintains cleaning supplies and advises supervisor when supplies are needed or when equipment and or facility needs replacement or repair.

6. Removes debris from inside and outside of facility assigned. Sweeps sidewalks and parking area.

7. May be required to move, set up and/or rearrange furniture and equipment, as well as, set up and break down for special events.

8. Loads and unloads merchandise, equipment and supplies. May be required to deliver merchandise, equipment and supplies to other locations.

9. May be required to perform minor maintenance and/or make repairs to building and/or equipment of facility. Assembles equipment.

• Performs varying degrees of complexity in cleaning processes. Demonstrates proficiency related to daily service, check-out, deep cleaning, and special project cleaning assignments based on Lodging program cleaning standards.
• Vacuums, sweeps, and mops floors; dusts, polishes, cleans, and moves furniture.
• Removes trash, places in dumpsters, and replaces liners.
• Places proper number of amenities in room to include consumables/non-consumables, linen, kitchen, and bathroom.
• Removes and replaces bed linen, inspects mattresses and pull-out sofas, and moves/re-positions beds upon guest checkout, weekly, or at a guest's request.
• Cleans walls, doors, ceilings, stand-up/ceiling fans, light fixtures, exterior of air vents, windows, sills, tracks, blinds and curtains.
• Cleans coffee makers, ice buckets, beverage kits, refrigerators, stove tops, cookware, utensils, cutlery, cups/glasses, plates, sinks, counters, ovens, ranges, cupboards, drawers, and microwaves to include proper programming of its respective clock/time.
• Ensures dishwashers are clean and in working condition.
• Cleans vanities, mirrors, hardware, cabinets/shelving, toilets, bath tubs/shower stalls, tile, and bathroom exhaust fans. Replaces bathroom terry and linens to include shower curtains.
• Cleans irons, removes excess water and replaces as necessary, cleans ironing boards and replaces covers as necessary, cleans and ensures proper functionality of luggage racks and ensures proper numbers of clean male/female hangers are available in closets.
• Cleans washers and dryers and ensures machines are operational.
• Ensures in-room guest directories are clean and organized, TV's are clean and programmed to proper channel and volume, alarm clocks are properly programmed with back-up battery and in-room phones are clean, properly programmed, and in working condition.
• Cleans common area spaces to include vending rooms and ice machines, laundry rooms, elevators, break rooms, walkways, corridors, stairwells, office spaces, lounges, storerooms and storage spaces.
• Performs deep cleaning as required by program standards (e.g. on a scheduled basis and upon check-out of guests in "pet friendly" rooms and in rooms that had an ADA service animal), which includes, but is not limited to: defrosting the refrigerator, cleaning windows (inside and out), replacing and/or cleaning drapes, moving furniture and cleaning normally hidden areas, carpet cleaning (shampoo and/or spot treatment), cleaning walls/woodwork, and other such tasks.
• Counts, sorts, inspects, and prepares linen for operational use.
• Completes maintenance requests for items broken, defective, or in need of replacing.
• This position is required to do considerable standing, bending, kneeling, walking, pushing, pulling, lifting, stretching and climbing. Must have ability to perform moderately strenuous physical labor as unassisted lifting, moving and carrying of supplies and equipment weighing up to 45 pounds is required. Assisted lifting, moving and carrying in excess of 45 pounds may be required. May be required to climb/descend stairs and properly placed stepladders.
• Work is primarily performed indoors in areas that normally have adequate heat, light, and ventilation. Some facilities will require exposure to outdoors, as access to some rooms is from the outside, resulting in exposure to nature and weather conditions. The incumbent may be exposed to dirt, disagreeable odors, and skin/eye irritants from strong cleaning solutions used in household cleaners. Personal Protective Equipment (PPE) is provided and required to be utilized for safety reasons.
• Performs basic, routine maintenance on vacuum cleaners by cleaning all areas and replacing filters as necessary.
• Maintains the cleanliness, inventory, and organization of housekeeping carts and linen carts.
• Reports any damages or valuables (e.g. large amounts of cash, jewelry, or confidential/sensitive information) left out in the open by guests to the Supervisor.
• Reports any activity that appears unsafe, illegal, or suspicious to the Supervisor.
• Interacts professionally with guests and other team members, displays a positive attitude, utilizes effective communication skills, and assists guests to include answering questions concerning hotel facilities and provides information about on base and local attractions.

• Assists with maintaining stock levels and keeping records on spare parts for automatic pinsetter and mechanical equipment. Replaces burned-out fuses and light bulbs and assists in replacement of electrical fixtures, if required.

• Cleans, oils, and conditions lane surfaces. May sweep and mop floors. Dusts furniture and fixtures. Cleans walls and restrooms and replaces washers in faucets, if required. Collects and removes trash.

• Advises supervisor/manager of unusual maintenance problems.

• Performs other related duties such as performing customer services assistance at the front desk as required.

• Performs a full range of simple cooking tasks by preparing and cooking items requiring little or no processing such as pancakes, sausage, eggs, hamburgers, and fresh or canned vegetables.
• Prepares all forms of hot cereals; broils meats; prepares and cooks concentrated or dehydrated soups, sauces, and gravies; and makes cold sandwich fillings.
• Prepares convenience items such as frozen hash browns, fish fillets, and chicken nuggets. May prepare and bake pizza.

1. Reviews the schedule of functions that are to take place during the assigned shift. Ensures that necessary supplies and equipment are available, room arrangement is completed, and activities are operating as scheduled. Calls and schedules staff as necessary to meet the needs of the facility. Works with staff to ensure planned events take place as scheduled.
2. Monitors operations of facility or assigned areas of responsibility, periodically checking to identify and resolve problems that may arise. Circulates around facility, maintains proper order, warning customer of disruptive behavior. Enforces facility rules. Explains and enforces admittance policies to ensure that patrons are authorized to use the facility. In cases of deviation from usual operation, policy or procedures, brings situation to the attention of the Facility Operations Manager. Maintains a logbook with record of all significant occurrences during the shift.
3. Responsible for the issue of change funds and control of cash. May make unscheduled cash counts. Enters records and reports on PC computer. Assures all personnel clock in and out properly. Insures that change machines have adequate change.
4. Prior to closing building completes fire safety checks making certain that ash trays/trash receptacles are emptied, and that unnecessary electrical equipment is unplugged. Secure all doors and windows, checks all locks on storerooms, cashier's office, and other spaces required to be locked. Sets security alarm system.

• Service to MWR customers includes but is not limited to checking patron eligibility to ensure authorized use of recreation facilities, resources and equipment, providing information about activities and program offerings, opening and closing facilities, ordering and restocking supplies, and preparing snack bar menu items or pre- packaged retail items. Assists in day-to-day administration of multiple programs to which assigned. Tasks include submission of event after-action reports, patronage data collection and entering program data.
• Provides recreation experiences related to leisure skill sets in the form of day and weekend trips. Assists in administering traditional and non-traditional workshops, clinics and events in a variety of leisure and recreation skills subject areas, in tune with offerings popular in the local area, including but not limited to camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking and water sports. The Youth Director is responsible for the administration of the facility. Major duties and responsibilities include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operation, and compliance, among other tasks. These tasks are summarized below.

Program Management
Implements a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served.Provides program oversight and accountability for the performance of employees and the safety of children in accordance with the Department of Defense (DoD), Department of Navy (DoN), and local policies and standards.

Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel.

This may include hours of operation, transportation to schools attended by eligible patrons, and programming needs of the military community.

Budgeting and Financial Management
Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.

Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds.

Personnel Management
Responsible for the supervision of employees and volunteers. The types and number of employees supervised by this position will vary based on the size of the program and actual program requirements.

Supervisory responsibilities may include supervision of the Teen Coordinator, Sports Coordinator, Teen/Sports Coordinator, Assistant Director, Program Leaders, Program Assistants, Operations Clerk(s), and Custodian(s).Ensures proper and timely initiation and implementation of all personnel actions and assures quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.

Oversees the development of a staffing schedule in accordance with established ratios and group sizes and coordinates use of employees who work across CY programs with other installation CYP Directors.

Monitors schedule to ensure that program meets the required child to adult ratios and that over-staffing is avoided.

Program Operations
Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs.

Ensures implementation of these SOPs.Works collaboratively with other CYP Directors to establish and implement a combined Parent Involvement Board (PIB) that includes parents and representatives from the Child Development Center (CDC), Child Development Home (CDH), SAC, and YP (as applicable to each installation).

Maintains an active program of parental involvement to include a PIB, parent education opportunities, and activities that provide parents with opportunities to participate.Ensures that available program spaces are fully utilized.

Works collaboratively with the person responsible for maintaining the Central Waiting List (CWL) to ensure vacancies are filled quickly.

Compliance
Ensures compliance with, and is assessed by adherence to the standards and criteria developed by the DoN, DoD, the Military Child Care Act (MCCA), and the Council on Accreditation (COA).

Takes action to obtain and retain DoD certification, and COA accreditation, and BGCA and 4-H standards. Takes action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits.

Prepares responses to inspection reports.Ensures the development and provision of programs related to the core program areas outlined in the OPNAV and implements programs required by the DoN such as Boys and Girls Club of America (BGCA) or 4-H required programs.

Implements and supports policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards.Responsible for compliance with child abuse and neglect reporting requirements.

Additional Responsibilities
Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.Performs other duties as assigned.
