This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Major Duties and Responsibilities include:
The position provides direct administrative support and collaboration with other clerical and administrative staff within the offices of the Executive Leadership Team to support administrative services. The incumbent assists with organizational, functional, and staffing charts; annual budget, overtime requests, incentive awards, fund control points, EIL inventory, and the like. The incumbent represents the respective Executive Leadership Members as a member of committee meetings and reports back to the for decisions. The incumbent also serves on Hospital special projects, processes actions teams, leadership focus groups, etc. as assigned. The incumbent is responsible for recruitment and interview activities, clinic profiles/set-ups and/or management, data management, retrieval and validation, employee records/files, orientation of new staff, and is the timekeeping official for Time and Attendance. The incumbent drafts and reviews service policies, plans and procedures, reviews and updates the respective Executive Leadership Members Service Emergency Preparedness Plan, Fire and Safety Plan, ADP Contingency Plan, etc.
Duties also include, but are not limited to:
Receives and screens visitors and telephone calls, i.e. identity, purpose of call and relative importance in relation to availability of staff members.
Provides advice and guidance to staff on clerical and administrative matters and provides administrative support to the office
Maintains calendars and makes appointments in accordance with established practice and special instructions
Assists in development of annual training plans assuring that budgetary guidance is followed and periodically advises staff of training opportunities
Take meeting minutes for both clinical and administrative meetings
Receives and reviews incoming correspondence and suspense items
Arranges conferences; parking, lodging, meals and transportation
Performs other related duties as assigned.

Serve as the social work professional practice consultant and as the facility contact point for the VHA Care Management and Social Work Service at VA Central Office, and Veterans Integrated Service Network (VISN) offices.

Participate in the development and coordination of health care system plan for patient care and is involved as a consultant in decisions where Social Work practice is impacted.
Ability to recruit and retain qualified social workers, to include participating in development of social work functional statements, interviewing, selection, and orientation.
Track, in collaboration with Human Resources or other offices responsible for credentialing, required licensure and/or certification for all social workers, including continuing education requirements, license renewal, and other requirements social workers must meet to deliver appropriate care.
Assist with credentialing and primary source verification of degree and license or state certification.
Ability to provide supervision for social work licensure and practice supervision for facility social workers.
Serve as a vital professional influence and resource to facility leadership in their compliance with standards defined by accrediting organizations, such as The Joint Commission of Hospital Accreditation (JCAHO) and the Commission on Accreditation of Rehabilitation Facilities (CARF) standards applicable to Social Work.
Collaborate with the health care system Education Department to maintain academic affiliations for social work practice and to arrange and coordinate Social Work Field Practice placements at the health care system.
Consult with other Services, program managers, or care line managers on issues pertaining to Social Work ethics, ethical dilemmas in the delivery of care, and ethical issues within the larger organization.
Ability to develop, evaluate, and maintain social work performance standards.
Ability to provide oversight for all social work committees and sub-committees.
Ability to ensure that social workers receive the appropriate levels and types of supervision based on state licensing requirements.
Ability to develop succession planning for social work career advancement and leadership development.
Ability to assess health care system social work staffing needs, participate in decisions to redeploy social work staffing resources, and plan for optimal social work coverage in all areas.

The incumbent performs the following major duties and responsibilities:
Provides executive support and advice to the VHA Chief of Staff (CoS) and Deputy Chief of Staff (DCoS) on specific issues and subjects that will advance the agenda for the agency.
Provides supervision and guidance to the CoS staff team in the monitoring, assessing and implementing of CoS and DCoS activities and responsibilities as part of the office of the USH.
Formulates and implements policy; improves processes to communicate and explain policy; and evaluates the results and outcomes of policy decisions.

The full scope and complexity of the major duties and responsibilities encompasses management, oversight, and planning for Network-wide programs under the purview of the VISN Chief Nursing Officer, collaboration with and oversight of VISN based program leads and Associate Directors for Patient Care Services.
