- Coordinates with appropriate financial management personnel in the Department and other agencies in the Executive Branch, to include providing financial guidance to Embassy personnel in program countries and ensuring compliance.
- Implements major budget policies for the Bureau’s offices (e.g., imposition of internal limitation on expenditures, recommendations to the Assistant Secretary concerning the priority or advisability of budget requests for reprogramming.
- Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, organization manpower utilization, distribution of work assignments, delegation of authority, management controls, and documentation systems.
- Plans work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty, and requirements.
- Provides advice, counsel, and instruction to employees on both work and administrative matters.
