Research Program Management, Strategic Planning and Development of Policies and Procedures 25%
Assists the ACOS/R&D with the following:
Evaluating all health-related programs and management policies pertaining to the agency; Long-term strategic planning and develops Research Service objectives (goals), priorities and timelines; Exercising delegated decision-making authority for management of the agency's research and development programs and policies; Developing initiatives in collaboration with the ACOS/R&D, the medical center, non-profit corporation VMRF, affiliate university, and Principal Investigator community to strategically shape the future of the VASDHS Research program; Evaluating the impact of current national research standards on programs; Monitoring the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with all principles, rules and regulations affecting research within the VA, and as established by outside funding agencies and oversight bodies for research conducted at VASDHS including but not limited to NIH, DoD, USDA, OSHA, and FDA; Evaluating research productivity and the contributions of individual programs to the goals of the VASDHS research program, the facility, and the VA overall.
Research Advisory Activities and Mentorship 20%
Assists the ACOS/R with the following:
Analyzes, evaluates and provides expert advice and consultation to other health scientists and physicians involved in the VASDHS Research Program:; Mentors and assists research investigators in preparing proposals that meet R&D Committee and sub-committee review process requirements, and the requirements for submission to funding agencies including VA intramural, and extramural agencies; Reviews and assesses the need for project modifications and provides guidance to principal investigators on submission of modifications; Reviews annual Merit Award progress reports, and advises/consults with principal investigators as needed on such reports; Consults with principal investigators and serves as a resource for scientific and technical issues; Recommends training to ensure competency of staff.
Supervisory Duties 25%
Has primary responsibility for the full supervision of staff comprising the Research Safety and Space Management Program Section. This position also administratively supervises the supervisor of the Veterinary Medical Unit. In addition, the employee has administrative supervisory responsibility for all non-clinician scientists at the GS-13 and GS-14 level holding VA Merit funding; this number fluctuates over time as investigators are added to, and depart, the program; Assists the ACOS R&D as required on supervision of GS-13 level Career Development Awardees; again, the number of awardees fluctuates over time; Manages administrative aspects of supervision, including: Sets annual or multi-year plans, sets priorities, coordinates work operations - ensuring workload balance among subordinate staff; develops internal communication procedures for supervised staff; Evaluates performance; develops long-range plans and determines the goals and objectives. Exercises significant responsibility in dealing with other organizations. Reviews any contract work to ensure standards and requirements are met. Directs a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources). Manages administrative aspects of supervision, including development of performance standards and writing position descriptions; Reviews and approves or disapproves leave requests; Interviews candidates for positions. Selects non-supervisory positions and recommends selections for supervisory positions. Recommends awards and recognition; Approves within-grade increases or equivalent increases. Makes decisions on issues presented by subordinate Principal Investigators. Certifies timecards for supervised employees; Counsels employees whose performance is marginal or unsatisfactory; Initiates disciplinary actions when necessary; Hears and resolves complaints from employees. Designs and implements methods for improving productivity, efficiency and effectiveness, resolving bottlenecks and promoting teamwork and teambuilding to improve operations. Arranges for training of subordinate staff as needed.

Directs the personnel management program for the service, performing or overseeing the full range of human resources requirements. Provides personnel management and administration for the Neurology service with varied functions and activities with new and changing requirements. Directs the personnel management program for the office, including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, etc. Shares oversight responsibility with the manager for performance appraisal and merit pay programs. Ensures that the office adheres to reporting requirements at all levels. Develops status reports or response materials for the manager for higher level attention, review or signature. Directs development of all personnel documentation and of personnel actions. Provides expertise to managers on office human resource needs. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures.
Manages the workflow, capacity utilization, and maintains staffing levels to assure successful operations of the service line. Responsible for managing the recruitment, orientation and retention of clinical and nonclinical staff to meet effective staffing levels for the service. Promotes a climate in which staff can identify problems and develop innovative solutions for improving processes and patient care. Assures that VHA Policies and procedures related to mandatory topics are presented during orientation and thereafter to all personnel in an annual review. Monitors part-time and fee-basis providers. Oversees fee basis program for Neurology, establishing fee allocations and monitoring fee expenditures to assure that fee providers do not exceed calendar year allocations. Assures compliance with Part-Time Physician regulations. Monitors compliance with physician schedules, regulations as well as credentialing and privileging. Serves as Delegation of Authority for timekeeping.
Keeps managers informed of the status of on-going personnel actions and provides advice on solving complex personnel-related problems. Keeps employees/supervisors apprised of available incentive awards and other employee recognition opportunities, assisting in preparation/submission of necessary documentation. Coordinates performance appraisal rating activities, assuring compliance with labor contracts and VA regulations. Assures collection and aggregation of data related to competencies for annual reports. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Interprets and tracks Decision Support System (DSS) labor mapping and updates as required. Takes a leadership role in maintaining all current documents necessary to meet requirements of accrediting bodies such as Joint Commission, etc. Ensures completion of all mandated training by service line staff. Tracks personnel certifications and training. Makes sure these items are up to date and not expired.
Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets. Directs administrative support services to ensure that inquiries, correspondence, and actions for the Neurology Service are addressed timely and appropriately. Develops information papers and correspondence on wide variety of administrative functions. Independently coordinates and performs administrative duties delegated by the Chief of the Neurology Service. Represents and speaks on behalf of the Neurology Service at designated meetings, reflecting the views and consensus of the Neurology Service to other service lines/programs, outside agencies, and visitors when appropriate. Prepares and presents reports for leadership, including daily reports as required. Provides for the budgeting and financial management for the Neurology Service. Plans and conducts management studies and analyses to determine the impact of medical facility realignments and changes. Compiles and analyzes facts, develops plans, and performs coordination. Performs program cost analyses, such as cost-benefit or economic evaluations of programs. Conducts portions or phases of a cost effectiveness study for clinical or administrative programs. Exercises contracting authority up to an established threshold.
Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations.
