Assists the Human Resource Manager in performing all duties of the HRM position.

As the SES Warden at FCI Marianna, Florida the incumbent is responsible for the overall management of a federal prison, the mission of which is the safekeeping, care, protection, discipline, programming, and release of more than 1, 214 inmates charged with or convicted of offenses against the United States. Many of these inmates have complex sentences and have compiled serious records of institution misconduct which indicate they require stringent security measures. Under the general direction of the Regional Director, incumbent is delegated full authority and responsibility for carrying out the directives of the federal courts and the Attorney General. Incumbent is responsible for all administrative functions of the institution, including planning and coordinating all programs related to security, discipline, etc., and developmental issues with regard to federal inmates. To receive serious consideration, applicants for this position must demonstrate successful performance and creative leadership in senior management position(s). 

Supervises and trains inmate workers involved in non-supervisory electrical installation, construction and maintenance work.

May be called upon to perform some electrical work due to security concerns or lack of skilled inmate workers.

Must possess skill and knowledge in the operation and installation of complete wiring systems found in industrial complexes.

Must have the ability to interpret and apply National Electrical Code, local codes, building plans, blueprints, wiring diagrams, engineering drawings and trade formulas.

The work performed by the incumbent must be at or above the journeyman level in order to effectively train inmate workers.

Subject matter expert in the maintenance of institution vehicles and therefore, works with a great deal of independence.

Must be a journeyman level mechanic and have the ability to establish priorities for preventive maintenance schedules for the vehicles.

Must ensure that all necessary repairs are made to ensure that the vehicles are safe for transport of staff and inmates.

Special skills are needed to complete work through the use of inmate workers. Must be able to counsel and work with convicted felons in order to challenge them to complete work, while keeping in mind the personal security and safety risks.

Responsible for hazardous material handling, meeting OSHA requirements, environmental issues and adhering to safety procedures (e.g. Forklift Operation, Lockout/Tag-out, etc.).

Ensures inmates comply with Institution and OSHA Safety Regulations through example and lectures.

Responsible for the ordering and purchasing of all material/equipment needed to perform assigned projects.

Knowledgeable in the Facilities department database Computerized Maintenance and Management Software (CMMS) and be able to input and retrieve pertinent maintenance data.

Responsible for providing medical and mental health release planning, social work assessments and evaluation, treatment activities, and evidence-based therapeutic interventions to individuals and groups.

Serves on and participates in specialized mental health and medical services committees and panels as a member of the interdisciplinary team, including Care Coordination and Reentry team, Risk Assessment Panels and Reduction in Sentence committee.

Responsible for answering all community inquiries in a timely manner and within the parameters of the Privacy Act of 1974 as well as the Freedom of Information Act.

Provides continual training to the inmate workers in order to update their knowledge in all phases of production, presentation, and sanitation of food items. Oversees the receiving, storing, and issue of all food and non-food items.

Responsible for security operations such as key control, yeast control, knife and blade control, inmate accountability and conducts routine contraband searches throughout the work area.

Serves as an in-house resource for other Reentry Affairs Coordinators (local, regional and national) in the BOP regarding pertinent research and outcome-based programs to avoid an unnecessary duplication of efforts and relates relevant findings to assist with day to day operational and long-term planning needs of the BOP.

Prepares and submits reports for the institution, region, and central office monitoring of reentry, volunteer and related activities.

Oversees the institution’s volunteer and citizen participation efforts and is responsible for cultivating and identifying volunteers and mentors to meet the program needs identified for the inmate population.

Actively participates in inmate program review meetings with other Unit Staff.

Serves as the unit expert and coordinator on matters pertaining to: (a) inmate personal property, including incoming and outgoing package approvals; and (b) trust fund activities, including inmate withdrawals and special purchase orders.

Coordinates any approvals/disapprovals to the inmates’ visiting lists, as well as, conducts the National Crime Investigation Center (NCIC) checks for those requesting placement on the lists.

Completes reports for institutional staff on inmates who may manifest sudden bizarre behavior or thoughts, insomnia, psychosomatic complaints, suicidal preoccupations, depression, somnambulism, anxiety, situational crisis, or long-term disciplinary and segregation cases, etc.

Conducts individual treatment and crisis intervention sessions on an as-needed or emergency basis.

Responsible for providing assessment and referral services for staff referred to psychology services by their supervisors or for staff personally requesting assistance with problems of alcohol use, drug use, or emotional problems which are affecting job performance.

Must maintain a high degree of awareness of management’s objectives and of the ongoing operating programs and their relative value within the overall goals of the Bureau of Prisons (BOP).

Serves as a liaison for the Director’s Office and provides guidance to staff handling administrative support matters.

Provides professional supervision to the staff in the Psychology Services department.

Responsible for managing and directing the administrative activities of a multi-disciplinary team of health care professionals who are responsible for the medical, dental and allied health services of the facility, and in collaboration with the Clinical Director, overseeing the provision of the best possible patient care to the inmate population.

The health care services provided include inpatient and outpatient care in either an institution setting or at a local hospital, as well as routine health maintenance services, emergency services and chronic care of inmates with long term illnesses.

Serves as a cost center manager to prepare estimates and administer an annual budget and manages a procurement system to provide adequate levels of medical, surgical, dental and pharmaceutical supplies.

Develops and coordinates internal review systems to assure compliance of the standards of the American Correctional Association (ACA) and the Joint Commission on Accreditation of Health Organizations (JCAHO), as well as other regulatory groups and higher agency authorities.

Implements the agency’s re-entry initiatives including timely Inmate Skills Assessment data entry at admission and evaluation of health status documented in an updated electronic exit summary at release.

Ensures the provision of release medications and electronic transmission of health records to community healthcare providers rendering continued medical or mental health care when applicable.
