Nationwide Remote Office (US99)

The State and Territory Liaison (Liaison) is a position that works directly with staff in state or territory public Child Welfare agencies to assess needs and strengths, develop plans to implement systemic and practice changes, and to manage the delivery of technical assistance services aimed at improving outcomes for children and families. The Liaison role is within the Capacity Building Center for States contract (the Center) that is held by ICF. The Center is a contract of the federal Children’s Bureau, Administration for Children and Families (ACF), US Department of Health and Human Services.

ACF operates in ten regions within the US. The State and Territory Liaison will serve as the Region 6 and Puerto Rico primary contact to provide expertise, coordination, and oversight for all Center technical assistance provided to jurisdictional Child Welfare agencies throughout Region 6, Puerto Rico, and others as assigned. The Liaison will work closely with the jurisdictional Child Welfare agency staff in the region and the federal Children’s Bureau staff.

The successful candidate will have broad knowledge of the public child welfare service continuum and of child welfare policy and practice issues as well as the ability to apply that knowledge to equitable systemic change efforts through technical assistance.

This position will be based out of a home/remote ICF office with up to 40% travel.

Key Responsibilities:

Partnership expectations

• Establish and lead a “shoulder-to-shoulder” working relationship with assigned jurisdictional leadership and staff that is the foundation for capacity building activities and with federal partners, including the Children’s Bureau Regional Office Specialists and CFSR Leads.
• Provide leadership in assigned states in innovation and problem solving. Collaborate as part of a Center team to ensure that the expertise, skills, and relationships of Center subject matter experts, consultants, and other staff are leveraged to the overall provision of capacity building in their assigned states.
• Work in close collaboration with other Children’s Bureau funded Technical Assistance organizations.
• Participate in Center team meetings to help identify regional and national trends and develop strategies to support these issues.
• Identify lessons learned to contribute to body of knowledge for Center service delivery

Project Oversight

• Serve as the primary point of contact for capacity building activities in assigned jurisdictions.

• Conduct data-driven organizational needs assessments inclusive of understanding of issues of racial disproportionality and disparities in systems

Service Delivery

• Provide service delivery in accordance with the Center Tailored Services Practice Model, applying a change and implementation approach with jurisdictions aimed at building sustainable change in practice to improve outcomes.
• Become and remain familiar with all challenges related to child welfare practices in the state/jurisdiction such as settlement agreements, unique organizational structure such as county administered, implementation projects underway, and anything with the potential to impact outcomes in child welfare
• Manage multidisciplinary teams of staff and consultants, including people with lived experience of the child welfare system, to ensure high quality and collaborative service delivery
• Manage others’ use of strategies, including but not limited to facilitation, consultation, data analysis, and planning
• Lead the jurisdictional needs assessment process in each assigned state including policy and document review (APSR, CFSP, etc.), extant data collection and analysis, and interviews with key stakeholders.
• Utilize and partner with the research and data team on behalf of the jurisdiction
• Develop and monitor project plans and oversee service delivery of support for states specific to their CFSR, FFPSA, CFSP or other federal initiative efforts aimed at improving child welfare outcomes
• Develop and monitor project plans and oversee service delivery specific to prevention, race equity and the infusion of lived experience in child welfare
• Complete reporting requirements, such as service contacts and monthly reports in a timely manner

Basic Qualifications:

• Bachelor’s degree in social work, social sciences, or related field
• 8-10 years professional work experience with at least 7+ years of experience providing training/technical assistance in a human services field, preferably in child welfare.
• Experience with Child and Family Services Review (CFSR) processes and data-driven decision making.
• Demonstrated project management experience, including client relationship management, team management or supervision, and budget management, preferably in a contract consulting environment.

ICF international is looking for a Grants Manager for the Children's Bureau (CB) Division of Program Innovation to provide thought leadership and support to the Division Director, for the development and dissemination of child welfare knowledge through the CB’s discretionary grants (CBDG) program.

The Grants Manager will establish mutually beneficial connections with grant recipients, Federal Project Officers, and across Child Welfare Information Gateway (Information Gateway) teams to facilitate sharing of the work and findings of CBDG. This position may supervise up to two staff members.

This position is fully remote. Travel to client sites or ICF offices could be required based on need.

Key Responsibilities:

• Children’s Bureau - Major Duties/Responsibilities:

  • Partner and assist Federal staff to develop, review, revise, publish, and publicize CB’s annual discretionary grant notice of funding opportunities (NOFOs), review proposals, lead grant review teams (requires background clearance).

  • Respond to the needs of the Division of Program Innovation, as appropriate.

  • Serve as a representative of CB on federal planning teams and initiatives, providing support to grant recipients and other contractors, and participate in planning for annual grantee meetings as appropriate.

Key responsibilities

Research and Data Support

ICF is looking for an Environmental Laboratory Chemist in support of the USEPA Region 9 Environmental Services Assistance Team (ESAT) contract. ESAT provides analytical, quality assurance (QA) and technical support to USEPA programs such as Superfund and other programs requiring the identification, assessment, remediation, and regulation of environmental hazards. The team performs analysis on soil, water, air, waste, and tissue samples for chemical contaminants using USEPA-approved methods supporting EPA’s mission to protect human health and the environment through programs such as the Drinking Water programs, Clean Water Act (CWA), Clean Air Act (CAA), Superfund (CERCLA).

The Environmental Chemist will apply their knowledge and work experience to primarily support the preparation and analysis for organic chemistry methods with possible cross training on various inorganic analysis. All team activities must comply with EPA methods for various media (air, water, soil, biota) and environmental programs as well as the NELAC standard (2016). Job duties include sample preparation in support of and operation of GC-ECD, GC-FID, and GCMS to determine volatile and semivolatile organic compounds, pesticides, Aroclors, and fuel hydrocarbon as well as new and emerging contaminants. The successful candidate must be able to work both independently and as member of a team.

Basic Qualifications:

• Bachelor’s degree in chemistry (preferred), biology, environmental science, environmental engineering, or related.
• At least 1 year of laboratory experience in analytical instrumentation such as GC, GC/MS, using EPA methodologies.
• Familiarity with EPA analytical chemistry methods or equivalent.
• Excellent verbal, interpersonal and written communication skills and the ability to think critically.
• MUST BE ABLE TO PASS an EPA background check to obtain access to US federal property.

Preferred Skills/Experience:

• Solvent extraction experience using EPA methodologies and CLLE, SPE, ASE and other techniques.

• 2-5 years of progressive experience in laboratories accredited for environmental analyses (e.g., TNI or NELAC, state programs).

• Experience working at Federal facilities.
• Laboratory Information Management Systems (LIMS’s), knowledge of Promium Element LIMS is a plus.

Oregon Client Office (OR88)

ICF seeks a Senior Director-Federal Capture to join our Corporate Federal Sector Enterprise Capture Team.  As a core member of this team, you will play a vital part in leading and executing large-scale enterprise captures that span ICF capability service lines on a wide range of Federal Sector opportunities that are highly strategic to ICF.  The Senior Director will focus on high value and/or strategic capture opportunities (>$50M-$1B) that are aligned with ICF’s Enterprise Accounts and Corporate Growth Priorities.  Target opportunities may include a wide range of clients and requirements across the federal market, including Technology Solutions, Health, Energy, International Development, Transportation or Disaster Management.

The position will report to the Senior Vice President and Chief Strategy and Innovation Officer, Public Sector, who oversees ICF’s Corporate Enterprise Accounts and Capture Team. Ideally, this role will be based in the Washington DC area as a hybrid position assigned to ICF’s Reston, VA headquarters office. Remote candidates with exceptional qualifications and experience may be considered. Travel to client sites, ICF offices, and conferences will be required.

What you Bring to the Team

You will work closely with the ICF Federal Sector market development leadership team, Enterprise Account Leads and other Enterprise Capture Executives and Capture Managers.  You will be a strategic leader and masterful capture orchestrator, responsible for all aspects of developing and executing a winning capture strategy, including call plan strategies and client meetings, teaming strategies, technical and management solutions, pricing strategies, capture strategy reviews, and pre-proposal activities in order to position for upcoming solicitations.  Target opportunities may include a wide range of clients and requirements across the federal market, including Technology Solutions, Health, Energy, International Development, Transportation or Disaster Management. 

This role requires a high business acumen, project management skills and focus, advocacy skills to drive to win, the ability to manage by influence, an internal/external customer relations-oriented individual and technical education or related experience.

Candidate must have a proven record of winning new business of significant size ($>50M - 100M +) and leading large and diverse capture teams. The VP- Strategic Capture Executive must have exceptional presentation and communication skills and must be able to be creative and adapt to a wide range of opportunities across the federal market.  It will be imperative that this candidate is able to leverage strategic input from critical partners, including executive leadership, Enterprise Account Leaders, and operating group business leadership and synthesize inputs and direction into winning tactics and actions.

Key Responsibilities:

• Develop and execute capture plans through all phases of the capture, including a capture plan, schedule and budget. Meet critical milestones for captures and provide periodic pursuit strategy reviews with corporate review board/team/leaders when material risks or changes to capture strategies emerge.
• Develop, organize, and execute significant capture activities, including building industry and ICF-internal teams, assess win probability, develop win plans/strategies, address gap analysis, etc. in order to respond to and win business with new and existing customers.
• Develop value propositions, support business cases and project plans and develop early win strategies.
• Establish and implement customer engagement and intelligence including creation and execution of call plans, and gathering, assessment and validation of customer requirements, identifying gaps and emerging requirements.
• Shape opportunities and our position throughout the opportunity life-cycle.
• Formulate and support the communication and implementation of an integrated business development, capture and proposal strategy that clearly highlights ICFs value proposition.

• Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
• Conduct training on capture process, best practices, and lessons learned and Mentor other capture and proposal staff in the capture management process as requested by team leadership.

Required Education, Skills, And Experience

• Must demonstrate the ability to lead multiple parallel capture programs simultaneously and a capture portfolio that ranges from $500M to $700M
• Demonstrated track record of verifiable wins in the US Federal Civilian and Health agency market sector with individual sales that range from $25-$250M+ Total Contract Value. 
• 12+ years of related capture experience. 8 years of experience as a Capture Manager, Director or Executive, leading the capture of large business development programs in the federal market – as a prime offeror on net new or takeway programs (ie not subcontractor roles or recompetes)
• 8+ years leading teams or projects with direct reports and matrixed staff including geographically dispersed teams.
• Minimum of 5+ years of experience with a variety of professional service and technology solution programs in the Federal Sector.
•  5+ years of experience working in large business organizations utilizing mature capture methodologies, processes and artifacts.
• 5+ years of hands-on experience with Shipley and/or tailored Shipley capture processes.
• 5+ years of experience in all areas of business development including: opportunity qualification, capture strategy, customer visits, customer relationship development, competitive pricing strategies and cost proposal materials, relationship development with competition, team leadership, development/negotiation of teaming agreements etc.
• 5+ years of Win Strategy Development, able to create sound business models and value propositions by synthesizing information and ensure alignment with customer priorities.
• Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts as well as FFP, T&M, cost plus), assisted acquisitions, various contract vehicles and impact on risk and business case
• Willingness to travel, as necessary in support of the capture
• Demonstrated deep understanding of the Federal Acquisition Regulations (FAR).

Preferred Education, Skills and Experience:

• Professional certification in capture and proposal management (such as CPCM, APMP, or Shipley)
• Bachelor's Degree.

Virginia Client Office (VA88)

ICF seeks a Project Coordinator to support its Child Welfare and Adult Education (CWE) portfolio, including the Child Welfare Capacity Building Center for States (Center for States) contract with the Children’s Bureau. CWE provides a variety of services and strategies on behalf of and to federal, state, and local clients. Services seek to support child welfare and juvenile justice agencies, and others, to strengthen and improve their programs. Projects provide direct technical assistance (TA) and capacity building services, as well as knowledge management/transfer on topics that cover the full spectrum of child welfare and juvenile justice programs.
