The incumbent acts as general manager for all recreation, leisure, and food and beverage programs at JBPHH, which includes over 160 tenant commands/units. In conjunction with division heads, organizes and administers a comprehensive MWR program. Interprets a wide range of federal and DoD regulations and directives, and develops specific policies and procedures regarding program budget, staffing, and contracting. Directs the planning, programming, budgeting and execution for appropriated (APF) and non-appropriated (NAF) funds. These resources affect staffing, capitalization of equipment and construction and renovation of facilities. Coordinates with JBPHH N9 (JB9) and Commander Navy Region Hawaii (CNRH) N9 program managers to facilitate support services, resourcing, (e.g., POM, budget, allocation and distribution), oversight, inspections, audits and coordinating data calls from higher authority. Develops specific policies and procedures on a wide range of subjects to guide and manage the above programs. These include, but are not limited to: budgets, programs, marketing, accounting, staffing, training, procurement, and facility planning. Provides leadership for the MWR program; implements policies and directives from the command and higher headquarters and adapts those policies to meet the needs of JBPHH. Develops operating criteria and techniques for stimulating and maintaining interest in all customer service activity areas. Advises the Commander, Deputy Commander, Chief Staff Officer and JB9 on all matters of policy and planning for MWR programs. Incumbent assures overall sound operation of MWR programs through constant communication with each of the division heads. Decides/advises on program content and direction. In conjunction with the division heads, and based on their recommendations, approves hours of operation, services, inventory levels, procurement, and capital improvements. Analyzes and evaluates the quality, effectiveness and progress of all programs. Develops criteria and implements procedures for the constant evaluation of programs and services to ensure that they are translated into practical applications and that they are meeting the needs of the community.
Incumbent is responsible for the financial, facility/equipment and personnel management of the department, including budgeting and execution, cash flow, payroll, accounting, disbursement and analysis. Reviews various financial reports to determine overall operating trends and evaluates such trends in terms of possible changes or shifts in program emphasis. Develops and justifies overall budget and presents it for approval to the Commander. In conjunction with division heads, responsible for development of effective pricing, innovative marketing, and financial goals for the directorate and its entities. Assures facilities are used effectively, well maintained, safe, suited to the needs of the community, and cost-effective to operate. Directs studies to determine the adequacy of present equipment and facilities; develops specifications and criteria for new or revised construction projects. Identifies and submits project requirements through the chain of command for approval and funding assistance.
The incumbent oversees the administration of a civilian work force of approximately 600 employees of multiple civilian pay systems (GS, NAF). Directly supervises ten (5) personnel responsible in as many functional areas within MWR. Ensures Navy directed training programs are completed and develops a culture of learning and growth for the work force through training and development initiatives. Manages manpower assigned to the department; responsible for using the work force effectively, appropriately structuring the organization, resolving grievances and complaints referred from subordinate supervisors, initiating recruitment of and selecting personnel, conducting performance evaluations, reassignments, promotions, discipline, and on-the-job training of personnel. Works within the framework of applicable Navy, federal and state government personnel rules and regulations. Responsible for ensuring that personnel actions are free of discrimination and supports the command's Equal Employment Opportunity Program.
The MWR Director is the base's representative and spokesperson for MWR in dealings with other organizations (Federal, State, Local and other DoD components) and personnel. The Director is an ex-officio member of the various advisory groups and attends conferences to acquire or present information concerning trends and techniques in associated program management. Incumbent is point of contact and action officer for community organizations involved in recreation activities. Incumbent is the station's action officer in providing support for community-sponsored recreational and programs as directed by the Commander. The contacts are at the highest level of the community and significantly contribute to the perception of JBPHH, Hawaii.
